The Road Maintenance Fund / Fonds d’Entretien Routier is a Fund charged with receiving, effectively manage and disburse funds for the maintenance of public roads as determined by a Presidential order. (Law Nº52 BIS/2006 OF 12/12/2006)
The Institution has the following vacant posts that merit application from qualified candidates.
1. EXPENDITURE ACCOUNTANT
ROLE / PURPOSE
To provide a strong, efficient and effective controllership to the Fund, thus ensuring that there is complete and efficient expenditures.
KEY ACCOUNTABILITIES / RESPONSIBILITIES
• Undertakes verifications and reconciliations related to the fund’s expenditures.
• Ensures that the fund’s internal controls, policies and procedures are complied with for each payment.
• Carry out bank and cash reconciliation on monthly basis for review and approval by authority.
• Ensure that all relevant and supporting documents relating to Road Maintenance Fund expenses are properly filed and archived in a fashionable manner.
• Prepare payment and fill in contract cards (where necessary) for suppliers and management review.
• Prepare and submit a report on actual expenditures for the management review.
• Withholding tax of 3%
• Ensure that all invoices/ bills to Road Maintenance Fund are Processed.
• Any other duty assigned by the supervisor.

QUALIFICATION, SKILLS, EXPERIENCE
• Bachelors Degree in Accounting and Level II in ACCA or CPA.
• Computer literacy in Accounting Softwares like Sage pastel, SMART IFMS.
• Fluent in English or French. Knowledge of both languages would be an added advantage.

2. REVENUE ACCOUNTANT (Contract for six months renewable)
ROLE / PURPOSE
• To develop, implement and maintain revenue accounting systems and processes to ensure accurate and complete processing and accounting for revenues.
KEY ACCOUNTABILITIES / RESPONSIBILITIES
• Undertake all necessary verifications and reconciliations related to the Fund’s revenues.
• Reconcile due revenues and banked monies from fuel levy and road tolls.
• Ensure that all relevant documents relating to revenues are collected from RRA, MAGERWA, BORDER
POSTS, FUEL DEPOTS AT GASHYATA and KABUYE, etc, and file the same for safe custody.
• Prepare and submit in a timely manner a monthly report on revenue actually received and / or banked and related follow- up on unbanked but collected levies and tolls.
• Review periodic income related reports and prepare commentaries for the Fund’s monthly management meetings to highlight revenue collection trends and possible recommendations for improved revenue collection.
• Ensure that all revenue related queries are resolved to satisfaction.
• Timely preparation and submission of Income Statements to the Fund’s Management.
• Collaborate with the Chief Accountant / Expenditure Accountant in preparation and timely submission of Financial Statements and take part in all called for verifications and reconciliations.

QUALIFICATION, SKILLS, EXPERIENCE
• Bachelors Degree in Accounting
• Level II in ACCA, CPA.
• Computer proficiency with knowledge of at least one financial software application e.g. sage 100, etc.
• Analytical skills.
• Be proficient in English or French. Knowledge of both languages would be an asset.
