Recruitment of Procurement Assistant Officer/Temporary Job Vacancy for 3 years renewable for the National Institute of Statistics of Rwanda (N°077/2010/10/INSR)

VACANCY ANNOUNCEMENT The National Institute of Statistics of Rwanda would like to recruit suitable candidate for the following position:

Post title: Procurement Assistant Officer
Duty station: Kigali/Rwanda
Type of contract: Temporary job for 3 years renewable

1. Organization context:
Under the guidance and direct supervision of the Head of Department Administration and Finances, the Procurement Assistant Officer provides support to procurement services in the ensuring effectiveness, transparency and integrity. The procurement Officer promotes a client-focused, quality and results oriented approach in the Unit.

The procurement Assistant Officer Works in close collaboration with the operations, programme and project teams in the NISR and to collaborate with Internal Tender Committee for resolving complex procurement related issues and information delivery.

2. Duties and Responsibilities:
2.1. Ensures procurement strategies focusing on achievement of the following results:
• Full compliance of procurement activities with the Law on Public
Procurement NO 12/2007 of 27/03/2007 and Ministerial Order NO 001/08/10/MIN of 15/01/2008 establishing regulations on public procurement and standard bidding documents, with UN/UNDP rules, World Bank rules, European Union rules, regulations, policies and strategies; implementation of the effective internal control system, proper functioning of a client-oriented procurement management system;
• Managing and resolving protests from suppliers, vendors and service-providers in an amicable way;
• Preparation of procurement plans for the office and Basket Fund project support to NISR and their implementation and monitoring;
• Organization of procurement processes including preparation and conduct of Request For Proposal, Tender Documents, receipt of quotation, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with Law on Public Procurement NO 12/2007 of 27/03/2007 and Ministerial Order NO 001/08/10/MIN of 15/01/2008 establishing regulations on public procurement and standard bidding documents;
• Preparation of Purchase orders and contracts of the winner bidders;
• Ensuring the permanent secretariat services of the tender commission meetings;
• Assisting different units of in the preparation of tender documents;
• Publishing in the news paper and on DG market/www.market.gov.rw and distributing tender documents;
• Receiving and keeping submitted bids in secure places;
• Participating in the opening and evaluation of bids;
• Preparing the letters for notification of tender awards;
• Designing the required reports on the tenders awarded;
• Ensuring the filing of documents related to the public procurement;
• Ensuring the monitoring of contract execution with the service user;
• Providing information and documentation required by the Rwanda Public Procurement Authority(RPPA);
• Review and Update the procurement plans for Basket Fund project support to NISR and other donors support to NISR;
• Executing any other assignment specified in the regulations.

3. Recruitment Qualifications:
Education: Bachelor’s Degree in Business Administration, in Management, in Law or equivalent.
Experience: 2 to 4 years of progressively responsible procurement experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, Power Point, internal explorer, and so on), advance knowledge of automated procurement systems, experience in handling of web based management systems. Knowledge of DG market website is an advantage.

4. Language requirement: Fluency in English or French speaking and written (preferably both) and knowledge of Kinyarwanda.

6. PRECONDITION:

– Have a high level of integrity and faithfulness
– Have a good command of English and French
– Be proactive, dynamic and goal driven
– Be able to work under pressure and to meet aggressive deadlines
– Having experience of two years (2)
