The PPDA is seeking to recruit a qualified, competent and highly motivated Ugandan to fill the following post.
PROCUREMENT OFFICER (1 POST)
DUTIES AND RESPONSIBILITIES: Reports to the Manager, Finance and Administration and carries out the following duties:
• Carry-out procurement and disposal planning for the Authority and coordinate the department plans and overall organizational procurement plan with full understanding of the vision, mission and strategies of the Authority.
• Manage, coordinate and monitor the Authority’s procurement and disposal functions in line with the PPDA Act.
• Liaise with the Procurement agent on all procurements above the micro threshold.
• Maintain records on all procurements and disposals.
• Review and advise on end -user specs on all procurement/disposal requisitions.
• Continuously review procurement and disposal procedures and propose revision based on the previous analysis.
• Administer the verification and processing of all requisitions according to the budget and relevance of need to the operations of the Authority.
• Prepare advertisements of bid opportunities. Maintain a providers list.
• Implement all the recommendations of the procurement agent
• Monitor procurement expenditure vis-a-vis the budget. Periodically make presentations on procurement and disposal matters to EXCO or Management.
• Prepare the monthly procurement and disposal reports.
• Provides professional procurement advice to Management.
• Handle any other procurement and disposal responsibilities as may be assigned from time to time
Job requirement
QUALIFICATIONS AND EXPERIENCE:
• A degree in Procurement, Business Administration, Economics, Law, Commerce, Social Sciences or Engineering or equivalent
• A recognized procurement professional qualification like CIPS or NEVI.
• Three years relevant working experience in a reputable public organization.
• Working knowledge of Uganda’s Public Procurement System.
• Ability to work under tight timelines system and with minimal supervision.

CONDITIONS OF SERVICE:
Full time employee on a 3-year renewable contract and an attractive salary package.
