The Youth Senior Program Manager is responsible for the annual performance, quality and cost-effectiveness of PSI/Rwanda’s Youth Program to maximize health impact. Leading and supervising the departmental team in planning, implementation, monitoring and evaluation and reporting, he/she represents the department on the PSI management team, and reports to the HIV Technical Advisor.
RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:
• Lead design of youth communication plan, together with Marketing and Communication
• Department
• Implement referral system for high risk youth from GTC to youth centers
• Abajene listening groups established at each of 11 fixed youth centers
• Based on youth marketing and communication plan, identify new youth IEC material needs to Marketing and Communication Department
• Contribute to the design and development of IEC materials needed for the Youth Program, together with the Marketing and Communication Manager
• Lead departmental budget ASR review (CDC, GF SSF, ALDO, 3165ABS)
• Monitor departmental procurement planning (following the receipt of the update from Procurement)
• Provide spending plan for CDC and ensure its timely implementation and spend-down by Sept 30, 2012
• Prepare and submit monthly compiled BCC and training reports to supervisor and M&E Department
• Triangulate monthly BCC and training reports against all FAR forms
• Prepare quarterly
• Review and give written feedback to direct reports against quantifiable, measurable weekly project lists
• Ensure effective implementation for subwards (1. Between PSI and CNJR for Huye, Ngoma and Kabuga youth centers. 2. Between PSI and EER for Musanze youth center)
• Coordinate with Research Department to carry out any other qualitative or quantitative studies related to Youth
• Represent department on senior management
QUALIFICATIONS
• 4-year university degree in related field mandatory; advanced education, Business Administration and professional qualifications (including ACCA or CAP) in progress.
• Fluency in Kinyarwanda, and French or English.
• 5-7 years work experience, including 2-3 years in related field and 2 years of human resource management.
The ideal candidate will be able to “learn by doing” in a fast-paced, high-pressure environment which is focused on delivering results. He/She will be outcome oriented, able to manage multiple priorities at a time, and able to keep their department moving with minimal day-to-day supervision from his/her supervisor. This highly professional individual will be comfortable speaking and working in public settings.
