Job Title 1: Project
Manager
Background:
The Government of Rwanda
recognizes that the Private Sector is the engine of economic growth and
transformation. This is stated in the EDPRS2, Vision 2020 and the PSDS. The
EDPRS2 specifically sets targets for economic transformation including 11.5%
p.a. Real growth, non-farm employment of 200,000 p.a., increased investments,
savings, private sector credit, export growth of 28% p.a. These targets require
commitments towards addressing the binding constraints highlighted in the
private sector development strategy whose objective is to enable Rwanda to
achieve national growth, investment export, and job creation goals. The private
sector has roundly responded to these challenges by envisioning flagship
projects and programs designed to meaningfully intervene in key economic
sectors. PSF’s project portfolio is designed to tackle a broad range of
strategic issues, including job creation, improving the business climate
through effective advocacy, expanding investment in agriculture, manufacturing,
and hospitality, deepening financial inclusion, improving access to finance,
growing the climate resilience of member companies, promoting exports and promoting
diaspora investments in Rwanda.
PSF implements her project portfolio in partnership with key members of the
development partner community and the Government of Rwanda. PSF requires a
competent human resource to support the Single Project Implementation Unit
(SPIU) in coordinating the implementation of several flagship projects.
Purpose:
To facilitate the achievement of
the SPIU’s mandate through the effective implementation of Private Sector
Development projects spanning key economic sectors and crosscutting themes.
Primary ongoing responsibility is for coordination of projects. Focuses on
meeting project commitments, including communications with sponsors,
stakeholders, etc. Spends significant time on project management
responsibilities. As assigned, lead or assist in the planning, implementation
and introduction of projects for new economic areas of focus.
Key Functions:
- Lead planning and/or implementation of projects. May
participate in the design and/or testing phases. - Facilitate the definition of project missions, goals,
tasks, and resource requirements; resolve or assist in the resolution of
conflicts within and between projects or functional areas; develop methods
to monitor project or area progress; and provide corrective supervision if
necessary. - Responsibility for assembling the project staff; for
their technical or functional development, performance, and/or termination
during the project or projects. - Facilitate the definition of service levels and customer
requirements. Interact regularly with existing or potential clients to
determine their needs and to develop plans for improving delivery. - Advocate on behalf of clients and represent clients’
needs as appropriate to senior management. Work cross-functionally to
solve problems and implement changes. - Follow a defined, agreed upon project management
methodology specified in the PSF SPIU Confidence Manual - Present oral and written reports defining plans,
problems and resolutions to appropriate levels of management.
Person Specifications/
Qualifications:
- Master’s Degree in Project Management, Business Studies,
Trade Studies or related fields
Experience:
- At least four (4) years managerial experience with at
least two (2) of these being in a senior project management position in a
reputable trade or private sector association or related organization.
Competencies:
- Knowledge of various trade related donor assistance
program application and implementation procedures; - Conversant with the procurement, disposal and contract
management processes; - Planning, organizing and coordinating resources to
achieve departmental goals; - Human resource management skills with ability to
supervise a team of multi skilled staff to achieve the organizations
objectives; - Research skills and communication skills
- Report writing skills;
- Computer literacy;
- Communication skills
- Effective delegation, mentoring and coaching
subordinates - Time Management
