Job Summary:
Project Concern International
(PCI) has emerged as a dynamic, leading organization in the area of
community-based HIV/AIDS programming through its commitment to local capacity
building, program quality, and rigorous measurement of sustainable impact. PCI
has implemented large-scale, multi-sectoral HIV/AIDS programs through
out
Southern Africa and is currently seeking a Chief of Party for a Centers for
Disease Control and Prevention (CDC)-funded HIV prevention program in Malawi. CDC
Malawi supports the implementation strategy which is in line with the National
HIV Strategic Plan’s goal that aims at increasing the epidemic control and
accelerate progress towards attainment of the national 90-90-90 objectives by
2020. The purpose of this program is to support CDC priority sites by achieving
the following goals: increased access and demand for HTS; linkages to other HIV
services; and improved quality of HTS. The implementing partner will ensure
that HTS is available at high HIV prevalence service delivery points and there
is increased access by priority and key populations at community level using
targeted approaches to increase yields. The COP’s primary responsibility will
be to successfully implement an integrated program that will demonstrate
positive and lasting impacts on addressing unmet need in HIV testing services
(HTS) through effective delivery models among vulnerable populations in Malawi. The COP
will provide overall management, technical leadership, coordination and
collaboration with implementing partners, and strategic oversight of all
activities to cost-effectively achieve project objectives.
Duties and Key
Responsibilities:
- Provide strategic leadership by focusing on vision,
continuous improvement of quality, innovation and establishing a
results-driven-management system - Lead in mentoring senior technical staff to develop
standard operating guidelines, quality assurance & control systems,
milestones, successful startup and efficient technical service delivery
mechanisms - Lead in providing an integrated vision and inter-related
deliverables between various technical sectors such as reproductive
health, gender equity, gender-based violence, orphans and vulnerable
children, etc. in the context of HIV/AIDS programming - Oversee partners and sub-grantees performance by
establishing accountability mechanisms in program, finance, commodity and
data quality management - Develop systems to identify operational risks and their
management; establishing early winners; and to reduce risks in project
implementation - Establish a culture of evidence-based decision-making
and data driven analytics through a well-developed monitoring and
evaluation system - Assure good financial management of the project (e.g.
budget execution, program-finance linkages, monitoring and reporting processes
and procurement systems) and adhere to PCI and CDC financial policies and
procedures - Oversee total compliance to PCI and CDC regulations in
all aspects of program implementation - Lead in establishing excellent communication protocols
and working relationships with Government, donors, partners and other
stakeholders - Establish a work culture that respects and prioritizes
the needs of communities especially the most vulnerable - Lead in managing human resources through recruitment,
mentoring, setting performance objectives, rewarding and training project
team members - Engage, support and lead project teams to participate in
PCI’s strategic initiatives.
Required Qualifications:
Post-graduate
degree in development/international studies, public health, or a related field.
Minimum
of 10 years of overseas experience in international development, including 5
years in a similar role and significant experience managing community-based
HIV/AIDS projects, preferably in Malawi.
Demonstrated
strong management skills, strategic vision, leadership qualities, professional
reputation, ability to create synergies where applicable, interpersonal skills,
and written and oral presentation skills to fulfill the diverse technical and
managerial requirements of the project description.
At
least five years demonstrated state-of-the-art complementary experience within
the capacity as mid-level or senior staff in at least five of the following
areas: Impact mitigation, community care, HIV prevention; SBCC; community
engagement and mobilization; civil society capacity building; behavioral
interventions; M&E; operations research; project evaluations related to HIV
prevention, care, and/or treatment.
- Demonstrated experience in implementing innovative
approaches in integrated community HIV prevention, care and support,
working with OVC, HIV prevention integrated into care and treatment,
family planning, and other health services.
At
least five-year experience in program management and administration, financial
management, award contractual compliance, sub-award management in other
countries of the world especially in Africa, and tracking project performance
and costs via specific funding streams.
Experience
managing a CDC programs of equal size, scope and complexity in a similar
context.
Excellent
understanding and familiarity with USG donor regulations, ideally CDC
