IBIS is offering a position as Programme Development Adviser for our programme in Liberia. The post is defined as a junior adviser. Young men and women who have recently graduated from university (master’s degree) are encouraged to apply.

Background
The Programme Adviser position will be based in IBIS’ Country Office in Monrovia, Liberia. The main responsibilities of this office are to guide IBIS’ policy and strategy development in Liberia, provide the structure for supporting programme work and the development of new initiatives within Education and Local Governance. In addition, the Country Office serves as the base for the administration and local fundraising for all programmes in Liberia.

IBIS works for a just world, in which all people have equal access to education, influence and resources and are able to influence the decisions that affect their lives. IBIS has implemented education projects in the marginalised South-East of Liberia since 2005, with focus on complementary education activities including access to quality education, upgrading of teachers professional capacity, support to young peoples’ literacy and skills training needs as well as civil society’s participation in the education sector. The Liberia Country Programme is in the process of developing a fully-fledged programme within education and a programme within governance will be developed within the next year.

IBIS sees the current transition from post-conflict interventions to a more development orientated approach as an opportunity to develop creative initiatives within education in Liberia. IBIS’ work is based on a right-based approach and aims to work mainly through local partner organisations with the goal to linking local initiatives with national policy and advocacy activities. To ensure that IBIS’ partner organisations and other civil society organisations possess the necessary capacities to create the expected change, organisational development is an important part of the work with partners.

Key areas of responsibility
The key responsibility of the Programme Adviser is to support the Country Office in Liberia in the area of programme development. This position will therefore work closely with the Country Director and the senior management team. The position is based in Monrovia with the expectation that the Programme Adviser will travel to IBIS’ operational areas.
• Contribute to the development of concept papers and proposals to donors as well as the design of new programme initiatives.
• Undertake fact-finding missions and develop context analyses in relation to programme development.
• Gather, validate and circulate information on the changing context in Liberia.
• Contribute to the development and implementation of monitoring and evaluation systems support learning and synergy between programmes.
• Contribute to learning within IBIS both at the national, regional and global level.
• Provide programmatic support to the Country Director in relation to reporting to donors and IBIS Head Office.
• Contribute to national level policy issues regarding Education and Governance.
• Coordinate internships in the region and support the Country and Programme Directors in the reception and support to interns including induction programmes, evaluation meetings, and compilation of intern reports and dissemination of experience.
• Contribute to the process of developing Liberia’s Governance Programme, with emphasis on Governance in education, Public Finance Management and the growing extractive industry.
• Contribute to bringing national and regional experiences and issues related to PFM and extractives to the international and Danish advocacy agenda.
• In collaboration with IBIS and partners, identify relevant research areas, prepare TORs for commissioning research and coordinate the appropriate disseminate and use of data for advocacy purposes.
• Work with the Country Office and Head Office in relation to information and fundraising initiatives.

Qualifications and skills
A successful candidate should have:
• University degree in social science, economics, statistics, international development studies or equivalent in experience.
• Excellent skills in written and spoken English and Danish.
• Sound knowledge of all phases of the project-cycle and interest in programme development.
• High level of conceptual and analytical thinking and strategic programme development skills.
• Organisational experience within an international NGO.
• Knowledge of development policies both in the Danish and international context.
• Knowledge of political, economic, social and cultural development in West Africa would be an advantage.
• Significant intercultural competencies and gender sensitivity and awareness.
• Excellent interpersonal, motivational and solution oriented skills.
• Ability to work in and contribute to a team-building environment while having a strong ability to work independently.
• Experience and work within Public Financial Management, education or governance would be a strong advantage.
• High degree of computer literacy, including knowledge and experience in the use of word-processing and spreadsheets.

Terms and conditions
The terms and conditions for the position follows the “Regulations for Expatriates assigned by IBIS”, category III, Junior Adviser.
• IBIS salary package for category III includes a monthly basic salary of DKK 16.977, a monthly pension contribution of 10% of the basic salary and a monthly gratuity allowance of DKK 1,500 payable after expiry of contract.
• IBIS offers payment of an allowance to cover expenses in connection with expatriation and repatriation, provides unfurnished housing, payment of outward and return travel as well as an insurance package.
• The location of the post is in Monrovia, with a regular travel to IBIS’ operational areas in the South-East of Liberia.
