Prepare and update and monitor the Project Procurement
plan in line with the Workplans of the HEST Project, Receive and p

rocess
procurement documents for the project, Prepare biddings documents and submit
procurement activities/matters, Draft standard routine correspondences relating
to procurement activities, Monitor practical aspects by assisting the project
Coordinator and the project technical team to supervise the procurement
activities carried out by the Project, Provide advice and procurement training
on Bank’s Rules to Project staff, develop terms of reference/specifications,
bid documents and evaluation criteria for procurement, Ensure disclosures and
management of conflict of interest as per the provisions of, ADB’s conflict of
interest policy or any document in use about managing conflict of interest
issues, Monitor compliance with the Procurement Act of Malawi in managing
conflicts of interest, thereby ensuring the application of ethical
standards and procedures, Review high value procurement that may be done
through single sourcing, competitive bidding, national or international
tendering, Undertake post tender negotiations with successful bidder(s) to
negotiate discounts, improve on delivery lead-times, or better payment terms
for the Project, Monitor the progress on long term contracts and take necessary
measures as per the contract terms and conditions, maintain all records of
procurement for the project, Participate in supervision missions with a view to
assisting the Project and the Bank to address all outstanding procurement
related issues from beneficiary institution
At least a Bachelors degree in Supply Chain Management, Business
Administration, Management, Engineering or a related field, Possession of a
Masters degree in Supply Chain Management is an added advantage, A full member
of a renowned Procurement Institute, Minimum of 5 yrs of relevant professional
experience in project procurement, Full understanding of the principles of
project cycle and project implementation, Proven ability to interact
competently with donor agencies on issues relating to procurement; Competence
in the use of software applications (Word, Excel); Capacity to communicate effectively
(written and oral) in English
