AMENDEMENT
TO THE TERMS OF REFERENCE FOR THE PROVISION OF GROUP HEALTH INSURANCE SERVICES
FOR PLAN INTERNATIONAL RWANDA
STAFF
AND DEPENDANTS 2017-2018
1.  
 Introduction

country programs: Right to Access Quality and Inclusive Education. Right to
Early Childhood Care and Development through United Communities, Right to Youth
Economic Security through Active Citizenship and Right to Protection. Plan
currently operates in Gatsibo, Rwamagana,Bugesera, Nyaruguru, Gicumbi, Karongi,
Kirehe, Huye, Gisagara and Nyamagabe. Plan International Rwanda has entered
into partnership with UNHCR and other partners to implement Sexual & Gender
Based Violence Responses and Child protection in all Refugees Camps across the
country.

2.  
 Purpose of amendment
This
amendment is proposed to change the nature of the tender advertised on 2nd May
2017.The tender is now open for Insurance Brokers companies only, thus
technical and financial offers from health insurers are not needed at this
stage. The successful Broker will be offered a service contract to advice on
health insurer selection process.
3.  
 Invitation to Tender
Plan
International Rwanda would like to invite bidders from eligible and experienced
Insurance Brokers to submit Technical proposals for provision of brokerage
services for Group Health Insurance and Group Life Insurance
4.  
 Service eligibility /mandatory qualifying requirements and conformity to
tender documents
4.1.    The tenderer shall furnish, as part of its tender,
documents establishing the tenderer’s eligibility to tender and its
qualifications to perform the contract if it’s tender is accepted.
4.2.    The documentary evidence of the tenderer’s
qualifications to perform the contract if its tender is accepted shall
establish to the Plan International Rwanda’s satisfaction:
(a)
That the tenderer has the legal, financial and technical capability necessary
to perform the contract;
I.  
 To be eligible for this procurement the Broker must further provide the
following documents with their technical proposal (Mandatory qualifying
requirements for Brokers): -Certificate of business registration [certificate
of incorporation for the Broker].Tenderers should have been in existence for at
least the last three years.
II.    Copy of Company Registration certificate
III.    VAT Registration
IV.    A valid RRSB Clearance certificate
V.    A valid Tax Compliance Certificate from RRA for the Broker
VI.    Copy of the Current professional indemnity policy. The
insurance cover shall be valid within the proposed contract period and obtained
from reputable insurance company. Compensation shall be claimed against this
cover if the Broker is negligent or fails to perform any of its obligations or
provides services falling below the standard set out herein or is in breach of
any of its material obligations under the contract.
VII.    A list and evidences of current clients the broker is
serving including International NG0s/institutions, contact information for
reference check should be attached
VIII.    Premium turnover- the Broker shall submit documentary
evidence. The procuring entity reserves the right to verify this information
with the Brokers’ clients and with the regulatory authority.
IX.    Brokers shall also submit as part of the technical
proposal, their latest audited financial statements for the period 2015 and
2016.
4.4  
 Beneficiaries
•  
 The Group Health insurance will cover an estimated number of 106 staff
and 214 dependents.
•    The Group Life Insurance will cover staff members only
5.
EVALUATION CRITERIA FOR PROPOSALS
5.1
Administration documents

Each bidder shall submit the following documents:
a) All the mandatory requirements for Brokers as indicated in point 4.3 above
5.2
Technical Proposal.

Each bidder shall submit a technical proposal addressing required services. The
proposal will be evaluated according to the following criteria
I.    Company profile and experience in Health insurance sector
II.    Company profile and experience in Group Life Insurance
sector
III.    A list and evidences of current clients the broker is
serving including International NGOs/institutions, contact information for
reference check should be attached
IV.    Premium turnover- the Broker shall submit documentary
evidence. The procuring entity reserves the right to verify this information
with the Brokers’ clients and with the Insurance Regulatory Authority.
V.    Brokers shall also submit as part of the technical
proposal. their latest audited financial statements for the period 2015 and
2016.
5.  
 FINAL PROVISIONS
a)  
 This tender is open for all Rwandan Insurance Brokers Companies ,
b)    Any interested qualified bidder will submit technical
proposals well typed in English and properly bound in four copies (one original
and 3 copy) in a sealed envelope addressed to the Country Director of Plan
International Rwanda
c)    Deadline for submission of proposals is on Wednesday 24th May 2017 by
10 am.

d)    Opening of bids will be done on the same day in public at
10:30 am in the meeting room at Plan International Rwanda Country Office at
Kagugu.
e)    Plan has the right to not select any provider in case none
meets above mentioned criteria.
