The
post holder will report to the Project Coordinator with dotted line supervision

programmes/projects are rights-based responding to the needs of persons with
concerns. He oversees the planning, monitoring and evaluation and oversees the
functionality and performance of SAP at camp level. Particularly, the post
holder should ensure that QA/M&E data from project is effectively used to

ensuring that the M&E plan of SIDA project is adhered to.

- Lead
and Coordinate the quarterly review of the project. - Coordinate
annual community development planning processes at camp level ; - Guide
and facilitate the preparation of the camp operational Plans,
Baseline,
monitoring, and evaluation of Programs/projects

- Coordinate
Camp baseline surveys, monitoring and evaluation of
programs/Projects in accordance with Programme Quality - Develop
indicators for monitoring and evaluation. - Undertake
any special research studies and evaluations as requested by the
Management. - Develop
terms of references for research studies, project review and evaluation, - Compile
and submit the project reports as per set schedule. - Ensure
learning from the project is shared within Plan International Rwanda and
other key partners and that learning is used to refine activities, to
increase the projects performance and outcomes. - Ensure
results of monitoring, review or evaluations are communicated to
beneficiary communities
Follow-up

- Ensure
data integrity, consistence and reliability is maintained for programming
activities. - Ensure
effective utilization of SAP for reporting and decision making. - Guide
and facilitate the usage of SAP at Camp level to ensure timely
projects and budget implementation - Analyze
quantitative and qualitative data and reflect on the projects process. - Assist
the Project team to submit Monthly progress reports to Plan Sweden. - Partake
in performing evaluations/assessments. - Undertake
regular field visits to project partners and communities to monitor
progress. - Support
and monitor the SNO work undertaken by implementing partners (local NGOs) - Ensure
the quality and reliability of data collected by the project by developing
data quality control tools - Collect
feedback, and document the best practices and leanings
Capacity
building:

- Facilitate
community participation in the planning, implementation, monitoring and
evaluation of programs/Projects especially around SIDA project - Assess
the capacity of Plan partners (local NGOs) to undertake effective M&E,
and build their capacity as necessary. This will involve creating
capacity development plans with each partner. - Provide
guidance and support to Plan Partner(s) in preparing and submitting timely
quality progress reports to Plan International. - Build
the capacity of Camp staff mainly those involved with SIDA
project, around M&E
Qualifications
and Experience
and Experience
- Minimum
of a University Degree in Social Science, Economics, Rural Development or
any other related field. - Minimum
of 3 years’ experience in monitoring, evaluation and learning - Working
knowledge of word processing spreadsheets, data entry and analysis
packages and databases (Microsoft Packages, SPSS, Epi-Info) and SAP - Sound
experience in participatory research methodologies, both quantitative and
qualitative - Experience
of building the capacity of others around M&E feedback. - Commitment
to international development and children’s rights - Able
to analyze M&E data and use this to reflect on whether the projects is
meeting its aim
