Plan International (Plan), founded in 1937, is an international child
centered development organization with no religious or political affiliations.
It is represented in over 68 countries worldwide with programs in over 45
undeveloped countries. Its International Headquarters Is In the United Kingdom.
Plan´s Vision is of a world where all children can realize their full potential
in societies, which respect people´s rights and dignity.
Plan has been working in Rwanda since 2007 and now has operations In the
Eastern Province districts of Gatsibo and Bugesera. The support office is in
Rwamagana while the country office is In Nyarutarama – Kigali. Plan Rwanda is
expanding its activities in the districts of Nyaruguru and Nyamagabe, South
province.

To facilitate the implementation of its activities, Plan Rwanda wishes to

fill the following positions:
1. Program Unit Quality Assurance (1)
Location: Gatsibo Program Unit
Line Manager: Head Quality Assurance with dotted line supervision of the
Program Unit Manager Job Grade: C2
Job summary:
The Program Unit Quality Assurance will provide technical guidance and
facilitation in the implementation,
supervision and evaluation of Plan´s Program Accountability and Learning System
(PALS) at Program Unit level.
Key responsibilities:
• Coordinate annual community development planning processes;
• Guide and facilitate the preparation of the Program Unit
operational Plans
• Coordinate Program Unit baseline surveys, monitoring and
evaluation of programs in accordance with PALS
• Develop indicators for monitoring and evaluation.
• Undertake any special research studies and evaluations as
requested by Management.
• Compile and submit program reports as per set schedule.
• Manage PPM database in accordance with set standards.
• Ensure data integrity, consistence and reliability is
maintained for programming activities.
• Facilitate community participation in the planning,
implementation, monitoring and evaluation of programs.
• Promote and abide by internal policies and procedures
including but not limited to: Child Protection Policy: Code of Conduct;
mandatory reporting responsibility
• Maintain an updated Program Outline List and information on
relevant goals, objectives and operational areas of the GoR, UN, and NGOs
working in Rwanda and sharing regularly with the Program Team and Program Unit
Manager.
Qualification and job requirements:
• Preferably, university degree in Economics, Strategic
Planning, Development Studies, or related studies, monitoring and evaluation
will be an added advantage.
• At least 2 to 5 years practical relevant working experience
in NGO.
• Demonstrate experience and ability at
networking with Donor Agencies and other ONGs
2. Front desk secretary
Job location: Nyarutararna Country Office
Job Grade: Cl
Manager: Procurement & Administration Manager
Job summary:
Receive visitors, telephone calls and provide assistance on secretarial and
administrative matters at Country Office.
Key responsibilities:
• Comply with the policies and procedures in the maintenance
of the reception.
• Provide first point of contact for all enquiries.
• Receive and direct all incoming calls, messages and goods
also sign delivery note
• Manage and responsible for dispatching all Incoming and
outgoing mails (ensure the records in appropriate software)
• Issue the cheques to suppliers
• Participate in the Country Management Team meetings for
minute’s taking
• Make outgoing telephone calls as booked by staff
• Monitor monthly telephone bills and ensure these are
forwarded to accounts fur payment on time.
• Ensure reception area is tidy at all dines including the
reception notice board.
• Receive and direct visitors to respective offices.
• Handle typing and data entry as required.
• Prepare the payment voucher from the General Ledger when
the accountant is not available
• Arrange booking for air ticket and accommodation
• Assist in putting the system purchase requisitions and
payment requests
Qualification, experience and work requirements:
• University degree in secretarial studies, Communication,
Administration or related field
• 2 years related experience in similar Job, experience in
NGO is an advantage
• Strong administrative skills
• Excellent communication skills
• Proficient in computer skills
• Communicates clearly and effectively
• High degree of confidentiality
• Team player with good interpersonal skills, particularly
working with a team of diverse backgrounds.
