Plan has been working in Rwanda since 2007 and now has operations in the Eastern Province districts of Gatsibo and Bugesera. The support office is in Rwamagana while the country office is in Nyarutarama – Kigali. Plan Rwanda is expanding its activities in the district of Nyaruguru, South province.

Plan has a strict child protection policy and guidelines that all staff must follow at all times. All staff are expected to help ensure all Plan associates know, understand and follow these and take an active role in the protection of all children from abuse and exploitation.

To facilitate the implementation of its activities, Plan Rwanda wishes to recruit qualified and well experienced candidates of Rwandese Nationality to fill the following positions :

1. Project Coordinator
– Engaging Civil Society Organizations (CSO) and children/youth into advocacy in child protection and participation in Rwanda (1)

Location : Nyarutarama Country Office
Line Manager : Child Rights Program Manager
Duration : 2 years

Job summary :
Coordinate, guide and direct all activities of the SNO project on “Engaging CSOs and children/youth into advocacy in child protection and participation in Rwanda” to ensure that the project’s objectivities and results are achieved in a timely fashion and in accordance with Plan’s Child Centred Community Development approach.

Major responsibilities :
• Coordinate the general execution of the project’s activities ;
• Ensure that project administrative processes are carried out in conformity with the agreed standards and policies ;
• Oversee the overall financial management of the project and liaise with finance department to ensure that accounting information of the project is processed in accordance with donor/plan standards ;
• Facilitate information sharing and coordinate activities among project stakeholders ;
• Prepare project reports in line with reporting required in Grant Agreement Document ;
• Ensure that Plan’s financial and administrative policies and procedures are regularly followed and documented, in compliance with donor regulations ;
• Responsible for the field verification of project budget expenditures ;
• Responsible for financial management and that all financial reports for the project are accurately prepared and submitted timely ;
• Train project staff in finance and administrative systems as appropriate ;
• Maintain administrative policies, procedures and systems for the efficient functioning of the project office ;
• Co-ordinate and maintain the inter-relationship between local government and partner local NGOs as well targeted schools/institutions ;
• Build capacity of stakeholders involved in the project in gender and in result based management
• Promote and abide by internal policies and procedures including but not limited to : Child Plan Protection Policy and Code of Conduct
• Participate in the preparation of the project annual budget and monitor the budget by use of corporate monitoring tool (PPM)
• Ensure that fixed assets are adequately maintained, inventoried and are only for the project official business.

Qualification and job requirements :
• Postgraduate degree / first degree and related diploma in Advocacy, social development studies, or related fields.
• Minimum of 3 years relevant working experience in advocacy around children/youth protection and participation
• Working experience in a similar role and experience in working with bilateral organizations or INGOs would be an added advantage.
• Excellent reporting skills and competencies in computer literacy (M-Excel, MS-Word, & Power Point)

2. Community Development Facilitators – Young Future in Rwanda Education For All Project (4)
Location : Gatsibo Program Unit (2), Bugesera Program Unit (2)
Line Manager : Project Coordinator
Duration : 4 years

Job Summary
Under the overall supervision of the Project Coordinator and dotted line reporting to the Program Unit Manager, the Community development Facilitator is responsible for the implementation of the Young Future in Rwanda Education For All project including the monitoring, evaluation, reporting and documentation of the activities about the projects. He/she assist the Project Coordinator in all aspects of the planning, monitoring and evaluation as well the relationships at local level.

Major responsibilities
• Assist in the implementation, monitoring and evaluation of the project
• Assist the education and livelihood components of the project including capacity building to schools and youth as per the project design
• Ensure that there is an adequate gender friendly environment in targeted project schools
• Ensure that there are gender disaggregated data collected as per planning
• Document quarterly progress and/or challenges about the project in an appropriate format (e.g. articles, success stories, case studies)
• Assist the Project Coordinator in preparing required monthly, quarterly reports and annual project reports
• In collaboration with the Project Coordinator, develop IEC materials for children in schools about nutrition, hygiene and sanitation
• Establish partnerships with others local Non Governmental Organizations (NGOs), government bodies and families and youth to increase their participation in the project
• Assist the Project Coordinator in building the capacity of stakeholders involved in the project in gender and in result based management
• Promote and abide by internal policies and procedures including but not limited to : Child Plan Protection Policy and Code of Conduct

Qualification and job requirements :
• Graduate degree in Social Sciences, developments studies or related fields
• At least 2 years working experience in a similar role and experience in working with bilateral or INGOs would be an added advantage.
• Good interpersonal skills ;
• Child rights and Gender sensitive ;
• Good reporting skills and competencies in computer literacy (M-Excel, MS-Word, & Power Point)
• Team work, Good facilitation and communication
• A driving license CATEGORY A and ability to ride a motorcycle

3. Junior Program Unit Administrator (2)
Location : Bugesera Office (1), Nyaruguru Office (1)
Line Manager : Program Unit Manager

Job summary :
Support the Administration activities at Program Unit by providing overall support and guidance for administration, Procurement and office management functions.

Key responsibilities :
• Assist with the preparation of all needs (purchase requisition)
• Make purchase requisition for all invoice for payment on time and attach necessary support documents
• Ensure all water and electricity at PU office are timely paid
• Ensure the Trip Form for Program Unit cars management is filed regularly in appropriate systems
• Maintain inventory of Program Unit office suppliers and orders, equipment and services within prescribed procedures.
• As In charge of the Stock, ensure that the fixed assets and office materials in stock are adequately maintained, have inventory number and are only used for Program Unit official business
• Keep a list of all fixed assets and material belonging to Program Unit.
• Have regular contact with suppliers
• Assist in the formulation of the department budget, work planning and related planning functions.

Qualification, experience and work requirements :
• University degree in Business Administration, Management or related field
• At least 2 years full time relevant work experience in Administration field
• Team player with good interpersonal skills, particularly working with a team of diverse backgrounds.
