Founded in 1961, PCI is an international development and humanitarian assistance organization dedicated to promoting community health and integrated development worldwide. PCI is headquartered in San Diego, CA, and currently operates in 16 countries in Asia, Africa, and the Americas. Sectoral focus areas include humanitarian assistance and
disaster risk management; health and nutrition; water and sanitation; food and livelihood security; and disease prevention and mitigation. With a FY11 operating budget of $34 million, PCI serves nearly 5 million people annually.
JOB SUMMARY:
The Program Director is accountable for the successful delivery of the Tsela Kgopo Program in accordance with USAID Cooperative Agreement and with PCI policy. The PD ensures strong relationships with USAID and Government of Botswana (GoB) stakeholders, and alignment of the Tsela Kgopo program with USAID and GoB priorities in Botswana. The PD provides leadership and oversight to the development, implementation, management, monitoring and evaluation of the Tsela Kgopo program, including supervision of Program staff. The PD is responsible for budgeting, financial forecasting and monitoring of expenditures for the Program, as well as for ensuring compliance with US government and PCI policies and procedures. As a member of the PCIB Leadership Team, the PD plays a key role in the development and implementation PCIB policies and procedures, and in strategic development of the organization and its people.
JOB RESPONSIBILITIES:
The PD will provide technical leadership, guidance and oversight to the project team as follows, with a management style that is consistent with PCI’s core values as stated in the organization’s Strategic Plan. The PD will submit a quarterly report and work plan to PCI’s Country Director, as well as an annual report and work plan one month before the end of each project year.
Program:
* Plans and executes the Tsela Kgopo Program and monitors its overall progress, resolving issues and initiating corrective action as appropriate in accordance with the program implementation plan and budget.
* Oversees the development of annual work plans for the program and partners and monitors overall progress in implementation, resolving issues and initiating corrective action as needed. Takes responsibility for the quality assurance and overall integrity of the program.
* Oversees the establishment and implementation of internal control systems, procedures and mechanisms for the program delivery and monitors adherence.
* Oversees the identification of capacity building needs of partners and develops linkages with capacity building organisations and monitors agreements with local partners. Responsible for ensuring NGO partners’ project plans and budgets are properly developed, approved, and monitored.
* Responsible for building and maintaining linkages with local and international stakeholders that would add value to Tsela Kgopo Program or provide opportunities for the program growth.
* Assesses and identifies networking opportunities and potential niches for the OVC and Gender program in increasing its program portfolio.
* Provides guidance and support to Program Advisors at all stages of program design, implementation and evaluation.
* Coordinates the interaction of the Program Advisors and the Monitoring & Evaluation Team for the design and implementation of mechanisms to track program progress and effectiveness.
* Coordinates the interaction of the Program Advisors and the Finance & Administration Team for the development and implementation of effective logistics, procurement and other support.
* Oversees the preparation of program reports on a monthly, quarterly, and/or annual basis in accordance with donor requirements.
* Ensures high quality documentation of project activities, including ensuring development and dissemination of curricula, guidelines, case studies, and other documents.
Monitoring and Evaluation:
* Ensures, working in collaboration with the M&E Team, the development and implementation of effective M&E framework and systems for the Tsela Kgopo program.
* Ensures adherence to donor reporting requirements, and the maintenance of procedures for capturing and publishing monthly, quarterly, and annual project reports
Finance and Administration:
* Works in collaboration with the Finance & Admin Director to ensure compliance with all PCI and USG budgetary guidelines, and to ensure that proper records are maintained of project expenditures.
* Oversees the annual Tsela Kgopo program budget preparation and monitors expenditure against budget.
* Ensures compliance with donor grant terms and regulations.
* Reviews monthly, quarterly, annual and ad hoc financial reports.
Human Resources:
* Supervises the Program Advisor(s), on their day to day duties.
* Ensures implementation of the Annual Performance Review system
* As a member of the PCI Botswana Leadership Team, assists with recruitment, training and development, industrial relations, staff welfare and performance management.
* Facilitates the development of a supportive management culture, empowering staff through effective delegation of duties and ensuring staffs are empowered to make decisions at an appropriate level.
* Facilitates the development of an effective communication culture and effective communication procedures between departments, regions and affiliates.
Strategy and Policy Development:
* Assists in PCIB technical and organizational direction-setting and technical quality.
* As part of the PCIB Leadership Team, contributes to policy development and implementation.
* Establishes and maintain strong relationships with key stakeholders in government, private sector and civil society in Botswana.
* Participates in new business development opportunities and proposal preparation to expand PCI’s work.
* Represents PCIB in high consultative meetings and identify those individuals and organizations that can form strategic linkages with PCIB.
POSITION PARAMENTERS/SPECIAL REQUIREMENTS:

QUALIFICATIONS/REQUIREMENTS:
* Master’s Degree in public health, social work or a related field
* 10 years of experience in designing, implementing and monitoring health and development programs
* 7 years’ experience in HIV/AIDS, orphans/vulnerable children, gender and/or related programming
* 7 years’ experience in program management and managing multi-cultural program teams
* 3+ years’ financial management experience – budgeting, forecasting and monitoring
* Experience in the management and supervision of staff in a developing country context
* Strong experience managing US Government, PEPFAR (President’s Emergency Plan for Aids Relief) funded programs is required
* USAID and GoB (Government of Botswana) experience highly preferred
* Excellent written and oral English communication skills required, Setswana skills preferred
