Job Title: Project Administrator (PADM), HDIF Project
Job Description
This position is open to candidates who have legal authorization to work and
currently reside in Tanzania only. Relocation and work permits will not be
sponsored for this position.

PATH is seeking a Senior Project Administrator (PADM) to provide support to the
DfID funded Human Development Initiative Fund in Tanzania. The Senior PADM will
be responsible for managing budgets, forecasting, analysis and financial
reporting in compliance with donor requirements and management components of
the projects, ensuring compliance with PATH and donor requirements. The
incumbent will also collaborate with project managers to set strategic
priorities, allocate labor and resources, and establish project management and
support systems.
Track life of project expenditures against budgets informing program staff of
individual project status.
Analyze and interpret monthly expense reports and labor reports for projects.
Review financial reports to donors prepared by headquarters.
Draft, negotiate, administer, and monitor subagreements, subcontracts, and
other purchasing mechanisms.
Prepare and maintain monitoring system for subagreements.
Oversee the issuance of consulting services agreements, work orders, and
purchase orders in compliance with PATH policies.
Oversee and review subrecipient proposals and documents to assure compliance
with PATH’s and the donor’s standard provisions.
Oversee financial monitoring and assist with the coordination and financial
management of project subagreements in accordance with proper accounting
principles and donor requirements.
Manage annual work plans for projects in consultation with project and country
leaders.
Facilitate group meetings, including setting agendas, reviewing minutes, and
following up on action items.
Required Skills
Working knowledge of major donor contracting.
Proven financial management and budgeting skills.
Demonstrated administrative and/or project management skills.
Excellent organizational practices.
Basic knowledge of IT and network systems.
Demonstrated success working in a team environment with program and technical
staff.
Excellent oral and written communication in English.
Demonstrated proficiency in MS Office, including Excel, Access, and Word.
Required Experience
Advanced degree (MA), plus a minimum of eight years of experience in
administrative and/or project management and contract functions that
demonstrate skill in budget development, financial tracking and analysis, and
the design, implementation, and management of project coordination systems; or
an equivalent combination of education and experience. Experience working with
major donor awards also required.
