Partners In Health- Rwanda/ Inshuti Mu Buzima (PIH/IMB) has worked in Rwanda since 2005, partnering with the Rwandan government and Clinton Health Access Initiative to strengthen primary health systems in three rural districts, namely: Kayonza, Burera and Kirehe.

PIH/IMB is seeking to recruit a dynamic national to fill the position of Partners in Health Chief Financial Officer.

PIH began working in Rwanda in 2005, where today we serve a catchment area of 800,000 through 37 health centers and three hospitals in partnership with our sister organization, Inshuti Mu Buzima (IMB). Taking the lessons learned and expertise honed in Haiti, our efforts in Rwanda have achieved rapid success, gaining the attention of both the highest levels of the Government of Rwanda and the international community. Through partnership with the Ministry of Health in our efforts, we have already helped to strengthen the public health system in the areas we serve and are helping the government develop plans to replicate elements of our model throughout the country.
Major Purpose:
The Chief Financial Officer is responsible for the planning and management of all activities and staff of the PIH/IMB Finance team including: managing a team of 12 in the assurance of efficiency, effectiveness, accuracy, financial control and compliance of all finance and accounting activities associated with the various projects undertaken by PIH/IMB; providing support to ensure ongoing financial tracking and management of a variety of projects as an integral member of the PIH/IMB Senior Management team; consulting with PIH finance offices worldwide to enhance global financial policies and procedures for efficiency and sound financial operations and management.
Key Responsibilities:
• Directly manages a team of 4 comprised of a Finance Director, Finance Analyst, Payment Accountant and Finance Assistant, and including: determining priorities, assigning work tasks, coordinating processes, providing direction and coaching, ensuring quality of deliverables, and managing performance.
• Develops and implements standardized, integrated financial management systems, policies, procedures and internal controls for PIH/IMB operations, including management for district offices, development and delivery of financial training sessions to both finance and non-finance staff and partners.
• Manages PIH/IMB budget planning process including: providing advice to managers/budget holders; leading the budget planning and management process; conducting budget scenario analysis; and consolidating all inputs into the program/district budget.
• Reviews and analyzes financial statements related to PIH/IMB and prepares monthly variance analysis.
• Manages all financial aspects of PIH/IMB including:
Preparing project budgets, cash flow projections and monthly, quarterly and annual financial project reports;
• Approving and monitoring all projects related expenditures according to the Board approved budget;
• Providing ongoing financial advice and support to Project Managers/Budget Holders concerning the conduct of financial management reviews, revision of financial reports, interpretation and application of policies and procedures;
• Supports the conduct of external audits on a variety of assigned projects by managing all internal process requirements, serving as the primary finance liaison to the external auditor, review all preliminary audit reports and recommendations and preparing preliminary responses.
Education and Experience:
• Professional qualifications in Accounting: CPA III or ACCA and a degree in Accounting/Finance; Master’s degree in Finance or management preferred.
• A minimum of five years of relevant experience managing a Finance function, with at least three years in International Non-Governmental Organizations, particularly with complex budgets, monitoring and financial accounting.
• Proven audit and training experience.
• Proven skills in managing change, achieving results, ensuring quality, and building teams and capacity.
• Strong computer skills, especially in Microsoft Excel and accounting packages such as Serenic Navigator.
• Ability to remain productive under pressure as part of a professional team.
• Excellent interpersonal skills, including cultural sensitivity, assertiveness and negotiating skills.
• Willingness to live in a remote area and travel to field offices regularly.
• Comprehensive knowledge and working experience with donor funded projects.
• Strong writing and presentation skills.
• Proven capabilities in leadership required.
Languages:
• Ability to read, write, analyze and interpret technical and non-technical reports in the English language required.
• Kinyarwanda reading, writing and speaking skills preferred.
