internationally recognized non-profit organization whose mission is to provide
a preferential option for the poor in health care. Through its service
delivery, training, advocacy and research, PIH works globally to bring the
benefits of modern medical science to those most in need and to serve as an
antidote to despair. In 2005, PIH began workin
g in Rwanda at the invitation of
the Government of Rwanda and is known locally as Inshutimu Buzima (IMB). PIH/IMB began an effort to strengthen the
public health systems in rural Rwanda in three rural districts whose
infrastructure remained decimated following the devastating 1994 genocide. PIH
has built or renovated three hospitals, provided support to nearly 40+ rural
health centers, trained a network of over 4,000 community health workers, and
developed services to address the socioeconomic determinants of disease. Our
sites serve as centers of innovation and education in health care delivery,
tackling implementation challenges from HIV to cancer, in close partnership with
the Ministry of Health and the Rwanda Biomedical Center.
Health Promotion Manager
Advisor and Global Communities (Rwanda) Deputy Chief of Party
seconded to Global Communities (Rwanda) – based in Kigali, Rwanda (potentially
with 25-50% of time spent in 12 targeted districts)
sub-award to PIH under USAID’s Improved Services for Vulnerable Populations
(ISVP)/Twiyubake cooperative agreement, which aims to improve the protection of
vulnerable populations against adverse circumstances in 12 targeted districts
of Rwanda. It will build upon the successes of the Social Services for
Vulnerable Populations (SSVP) project, known as Higo Ubeho, to build community
capacity and create resilient families. Specifically, ISVP will(i) increase
capacity of families and communities to provide healthy, nurturing, and
engaging environments for vulnerable children under 5; (ii) decrease families’
economic vulnerability; (iii) increase knowledge, attitudes, skills,
aspirations and confidence of adolescents transitioning to adulthood; and (iv)
increase capacity of communities to provide essential preventative and
protective services to vulnerable families and children. As part of the
sub-award agreement, PIH is supporting a Clinical Advisor, Health Promotion
Manager, Health Promotion Officer, and Capacity-building and Referral Network
Program Officer for the ISVP/Twiyubake program, who as seconded staff to Global
Communities, work in collaboration with the larger ISVP team. The Health
Promotion Manager will lead a Health Promotion Team to build linkages between
social protection programs and clinical care, and it will train CHWs,
volunteers, and civil society organizations (CSOs) to promote healthy behaviors
and make appropriate referrals between the community and clinical and social
services.

provide technical leadership in health service delivery and health promotion.
He/she will provide guidance on: supporting Prevention of Mother-to-child
Transmission (PMTCT) follow-up, HIV prevention, promoting family planning,
providing community-based nutrition information, and promoting growth
monitoring. In addition, the Health Promotion Manager will provide technical
leadership in linkages to clinical and social services (including providing
technical assistance and capacity development to community extension workers,
volunteers, government leaders, and civil society organizations) in order to
strength local referral networks. This position will supervise the Health
Promotion Officer.
Strategy, Tools, and Trainings
- Identify,
develop, and assess health promotion protocols, capacity building plans,
and interventions to improve the involvement of social protection
providers in health promotion activities - Advise
broader ISVP/Twiyubake team on the most appropriate health promotion
interventions for each clinical area targeted, specifically supporting
Prevention of Mother-to-child Transmission (PMTCT) follow-up, HIV
prevention, promoting family planning, providing community-based nutrition
education, and promoting growth monitoring - Research
and recommend technical resources and provide expertise on health service
delivery models and strengthening referral networks - Develop
methods and tools to improve clinical linkages made through social
protection programs - Design
and manage health promotion trainings for CHWs, volunteers, and CSOs in 12
districts
- Coordinate
with other ISVP/Twiyubake team leaders to ensure collaboration on all
levels of planning and implementation and ensure the incorporation of
proven-effective clinical interventions to increase uptake of health
services into project activities - Work
with zonal managers to coordinate health promotion activities in all 12
districts in accordance with larger ISVP/Twiyubake program plan - Ensure
submission of team’s timely and quality deliverables, including narrative
and financial reports - Communicate
with relevant district leaders and health authorities around health
promotion programs that strengthen health service delivery, and
participate in program coordination meetings - Collaborate
with the larger ISVP/Twiyubake team to set key performance indicators and
targets for proposed health promotion interventions
- Lead
Health Promotion team planning and contribute to broader ISVP work plans,
budgets, and reports - Supervise
and mentor the Health Promotion Officer - Lead
team meetings, monitor team performance, and address administrative issues
- Advanced
degree in a health-related field is required, MPH preferred - 1-5
years of experience managing public health programs - 3-5
years of experience working in health promotion in public health or
clinical setting - 3-5
years of experience working with PLHIV, OVC, MVC, or other vulnerable
populations in Rwanda - Familiarity
with Government of Rwanda goals and strategies for health and social
protection - Familiarity
with community health programs in Rwanda - Familiarity
with case management approach - Experience
with international implementation partners; experience working on
USAID-funded programs a plus - 1-3
years of experience managing a team; strong history of leadership and
