(PIH) is an internationally recognized non-profit organization whose mission is
to provide a preferential option for the poor in health care. Through its
service delivery, training, advocacy and research, PIH works globally to bring
the benefits of modern medical science to those most in n
eed and to serve as an
antidote to despair. In 2005, PIH began working in Rwanda at the invitation of
the Government of Rwanda and is known locally as Inshuti mu Buzima
(IMB). PIH/IMB began an effort to strengthen the public health systems in rural
Rwanda in three rural districts, with a specific focus on community-based HIV
care. Over the past 10+ years, PIH has built or renovated three hospitals,
provided support to nearly 40+ rural health centers, trained a network of over
3,000 community health workers, and developed innovative programs to support
the Ministry of Health’s ambition for delivering high quality care – these
innovative programs include neonatology, oncology, mental health, and
non-communicable diseases.
Profile:
All Mothers and Children Count (AMCC) project aims to reduce maternal, newborn,
and child mortality through improving the quality of healthcare provided in
three rural districts of Rwanda (Burera, S. Kayonza, and Kirehe Districs), in
addition to supporting activities to address the social determinants of poor
health through a food security and livelihoods program.
of Consultancy:
AMCC Gender Specialist role will be supporting, analyzing and advising the
project’s effort to increase the leadership of women and girls, improve
gender-equitable access on income-generating activities through IMB’s
livelihood program, and increase women’s access to health care at public health
facilities supported by PIH/IMB.
Activities:
- Conduct
a thorough analysis on the project’s current implementation in 3 IMB
supported districts from a gender analysis perspective - Assess
gender gaps in current AMCC project implementations - Advise
on possible areas for AMCC intervention and adjustment of ongoing
activities to ensure that the project activities are in line with national
gender policies and priorities - Provide
strategies and reporting tools for gender-sensitive implementation in the
AMCC Project - Conduct
a training for AMCC program staff on gender-sensitive programming and
gender analysis

Qualifications:
- A
Master’s degree in gender studies, development, or a relative field - At
least 3 years of experience in gender analysis and gender programming with
experience working with non-governmental organizations - Experience
working on projects promoting girls and women’s empowerment, in particular
in relation to the health sector - Extensive
field-based experience in Rwanda, with a strong preference for a
consultant currently residing in Rwanda - Excellent
communications skills in English (both written and oral) - Kinyarwanda
communication skills strongly preferred, as well as French
and Conditions:
- Period:
1 December 2017 – 28 February 2018 - Transport:
PIH/IMB will provide in-country transport to work sites in and within
Burera, southern Kayonza, and Kirehe districts - Housing:
PIH/IMB will provide housing when at rural PIH/IMB sites (Burera, southern
Kayonza, or Kirehe), consultant will be responsible for housing outside of
these sites - Payment
conditions and currency: Payments will be made monthly upon satisfactory
performance and deliverables (in RWF) - PIH/IMB
reserves the right to withhold all or a portion of payment if performance
is unsatisfactory, if work/outputs is incomplete, not delivered or for
failure to meet deadlines - All
materials developed by the consultant will remain the copyright of PIH/IMB
and that PIH/IMB will be free to adapt and modify them in future.
