Rwanda in 2005, where today we serve a catchment area of 800,000 through 37
health centers and three hospitals in partnership with our sister organization,
Inshuti Mu Buzima (IMB). Taking the lessons learned and expertise honed in
Haiti, our efforts in Rwanda have achieved rapid success, gaining the attention
of both the highest levels of the Government of Rwanda and the international
community. Through partnership with the Ministry of Health in our efforts, we
have already helped to strengthen the public health system in the areas we serve
and are helping the government develop plans to replicate elements of our model
throughout the country.

The Chief
Financial Officer is responsible for the planning and management of all
activities and staff of the PIH/IMB Finance team including: managing a team of
12 in the assurance of efficiency, effectiveness, accuracy, financial control
and compliance of all finance and accounting activities associated with the
various projects undertaken by PIH/IMB; providing support to ensure ongoing financial
tracking and management of a variety of projects as an integral member of the
PIH/IMB Senior Management team; consulting with PIH finance headquarters in
Boston to insure adherence to global financial policies and procedures.

- Preparing project budgets, cash flow

portions of grant proposals and interim financial reports; - Approving and monitoring all projects related
expenditures according to the Board approved budget; - Providing ongoing financial advice and support
to Project Managers/Budget Holders concerning the conduct of financial
management reviews, revision of financial reports, interpretation and
application of policies and procedures; - Supports the conduct of external and internal
audits on a variety of assigned projects by managing all internal process
requirements, serving as the primary finance liaison to the external
auditor, review all preliminary audit reports and recommendations and
preparing preliminary responses.
Education

qualifications in Accounting: CPA III or ACCA and a degree in
Accounting/Finance; Master’s degree in finance or management preferred

- A minimum of five years of relevant experience
managing a finance function with complex budgets, monitoring and financial
accounting - Proven audit and training experience
- Proven skills in managing change, achieving
results, ensuring quality, and building teams and capacity - Strong computer skills, especially in
Microsoft Excel and accounting software such as Microsoft Navision or
Serenic Navigator - Ability to remain productive under pressure as
part of a professional team - Excellent interpersonal skills, including
cultural sensitivity, assertiveness and negotiating skills - Willingness to live in a remote area and
travel to field offices regularly - Comprehensive knowledge and working experience
with grant funded projects; experience with US government funded projects
is a plus - Strong writing and presentation skills
