years ago, Partners In Health (PIH), a Harvard-affiliated non-profit
organization has become a leading global voice for social justice, combining
creative approaches to health care delivery for the destitute sick with
relentless advocacy that has frequently challenged the conventional public health
wisdom. In 2005, at the invitation of the Government of Rwanda, PIH began an
effort to strengthen the public health systems in rural Rwanda. Working in
three rural districts whose infrastructure remained decimated following the
devastating 1994 genocide. Inshuti Mu Buzima (IMB), PIH’s sister organization
in Rwanda, has built or renovated three hospitals, provided support to nearly
40 rural health centers, trained a network of over 3000 community health
workers, and developed services to address the socioeconomic determinants of
disease. Our sites serve as centers of innovation and education in health care
delivery, tackling implementation challenges from HIV to cancer.

The Rwanda
Population Health Implementation and Training (PHIT) Partnership, is a collaboration
between the Rwanda Ministry of Health and Partners In Health (PIH), with
support from the National University of Rwanda School of Public Health, the
National Institute of Statistics, Harvard Medical School, and Brigham and
Women’s Hospital in Boston, U.S.A, This partnership, funded by the Doris Duke
Charitable Foundation African Health Initiative, will enable the first rigorous
evaluation of effectiveness, cost and overall impact of a comprehensive
approach to deliver public health services in resource-poor districts in
rural Rwanda. The partnership strives to provide an evidence-based road map for
the global health community with the goal of obtaining a higher standard in
health care delivery in Africa while strengthening health systems and developing
research capacity.
General
Responsibilities:
The
Associate Director of Research in the IMB Department of Research works under
the Director of Health Information Systems, M&E and Research (Director) to
build IMB and Ministry of Health research capacity while ensuring successful
development and completion of IMB-affiliated research projects, and supporting
the Director’s research portfolio.
Specific
Responsibilities:
  • Coordination of all active IMB research
    projects, including routine, documented check-ins with study leads to
    monitor progress and provide support around MOH and IMB research
  • Review of ongoing study updates to advise
    research department on challenges and areas of concern
  • Assist in development of department work plan
    and budget, ensuring timely completion of activities
  • Supportive supervision and research capacity
    building of three direct reports and also technical supervision for
    managers of three research studies
  • Manage the Director’s research portfolio
Administration
  • Act as resource on IMB policies and
    procedures, ensuring that IMB-affiliated studies comply with
    organizational HR, finance, and research policies
  • Develop training materials to orient
    researchers to MOH and IMB research policies and build research skills
  • Maintain list of IMB and IMB-affiliated
    publications, presentations, and abstracts
  • Maintain database of ongoing research studies
    and research documentation, including protocol, ethics approvals,
    publications, and reports
  • Facilitate study close-out process
  • Act as IMB liaison with National Health
    Research Council and Rwanda’s National Ethics Committee, facilitating
    study application and providing guidance on policies and procedures
  • Oversee development and implementation of
    research dissemination series across three IMB-supported districts,
    highlighting ongoing research and research processes
  • Support implementation of research training
    series and content-specific workshops
  • Administer the Directors’ IRB related
    activities and other administrative research support
Technical
  • Serve as an active member of IMB Research
    Committee, providing technical review of research protocols and sharing
    feedback
  • Participate, as appropriate, in research
    studies in technical role (analysis, study management, project oversight)
  • Develop research protocols aligned with IMB
    research priorities
  • Serve as technical resource for PHIT research
    activities
  • Support the Director in all research-related
    activities, including but not limited to, conducting literature reviews,
    conducting analyses, as well as drafting and shepherding manuscripts
    through the publication process as defined by the Director
Qualifications:
  • Master’s or advanced degree in the health
    sciences, or public health
  • Fluency in English
  • French and Kinyarwanda preferred
  • Substantive experience within a health-related
    field, preferably in a low-income setting
  • Significant knowledge of global health
    research and policy literature
  • Experience in conducting research, writing
    manuscripts, and organizing timetables
  • Exceptional written and oral communication
    skills with advanced diplomatic instincts; ability to gracefully and
    humbly work within challenging professional contexts
  • Demonstrated ability to manage and prioritize
    projects with attention to detail
  • Demonstrated ability to collaborate with
    professionals at all levels in diverse settings; must be flexible,
    reliable, responsive, and resourceful
  • Proficiency with Microsoft Word, Excel,
    PowerPoint, and familiarity with at least one statistical software package
    (Stata, SPSS, etc.)
