Overall responsibilities:
The aim of this position is to ensure the
implementation of day to day activities of the integrated Food Security &
Livelihoods Program within the district of Burera, in close collaboration with
the agriculture coordinator, income generation activities and nutrition
coordinators, as well as district based social support program provide critical
management and administrative support, participate in the development and
implementation of operational plans.

Specific Duties:
The district based program assistant will be
responsible for:

-Carrying out participatory selection process of
program beneficiaries
-Form community Self Help Groups (SHG) and train them in self-management &
resilience.
-Initiate and train program beneficiaries in SHG on voluntary savings and
credits.
-Mobilize beneficiaries for Homestead Gardens, prioritizing and up scaling high
value crops.
-Work closely with the Agriculture Coordinator to provide season long
agricultural trainings to the program beneficiaries through Farmer Field School
Approach
-Facilitate establishment of community based extension structure (Lead Farmer
Approach)
-Work closely with the coordinator for Income Generation to initiate off-farm
Income generating activities among beneficiaries’ households
-Facilitate trainings of beneficiary SHG in small scale projects development
and business planning.
-Mobilize and facilitate beneficiaries in acquisition of small loans from PIH
Microfinance and other MFIs.
-Follow up and facilitate loans recovery from beneficiaries.
-Facilitate trainings on beneficiaries’ cooperative formation (procedures for
registration and leadership training)
-Facilitate formed cooperative in establishing market niches and networks with
other stakeholders (public and Private sector federations and platforms)
-Work closely with PIH Nutrition Coordinator and Nutrition officers at Health
Centre level to deliver nutrition trainings to the program beneficiaries and
establish community based cooking demonstrations
-Scale up “Shining Parents Model
-Track progress of each program beneficiary and keep data records from baseline
data, 6 months, 12, 24 up to 36 months of enrollment
-Provide monthly and quarterly reports on program implementation progresss
program beneficiaries

Qualifications and experience required:
-At-minimum, having a Diploma A2 in Agriculture or
development related studies, with at least 4 years experience in Rural
development work, or University Degree with at least 2 years experience in
rural development work.
-Good level of understanding of Program/ Project Cycle Management and Program
M&E.
-Awareness of Rwanda rural setting context, decentralization structures and
development policies such as EDPRS and Vision 2020
-Strong motivation and commitment to work in rural areas
-Good working knowledge of French and/or English, with fluency in Kinyarwanda.
-Must have a motorbike Driving Licence , A category.
