Partners In Health (PIH) is a nonprofit
organization headquartered in Boston, MA, whose mission is to provide quality
health care for the poor and marginalized in Haiti, Rwanda, Lesotho, Malawi,
Peru, Mexico, Russia, Dominican Republic, and Navajo Nation. In addition, PIH
has a growing network of affiliated organizations and initiatives in several
other countries, including Nepal, Burundi, Mali, Liberia, and Togo. Through
service delivery, training, advocacy and research, PIH works around the globe
to bring the benefits of modern medical science to those most in need of it, to
serve as an antidote to despair, and inspire others to do the same.
PIH began working in Rwanda in 2005, where today we
serve a catchment area of 800,000 through 41 health centers and thre

e hospitals
with our sister organization, Inshuti Mu Buzima (IMB).
Taking the lessons learned and expertise honed in Haiti, our efforts in Rwanda
have achieved rapid success, gaining the attention of both the highest levels
of the Government of Rwanda and the international community. Through
partnership with the Ministry of Health in our efforts, we have already helped
to strengthen the public health system in the areas we serve and are helping
the government develop plans to replicate elements of our model throughout the
country.

Position Overview:
The Partners In Health/Inshuti Mu Buzima (IMB) Chief Operating Officer (COO) is
a member of the senior leadership team in Rwanda. The COO reports directly to
the IMB Deputy Executive Director. The Chief Operating Officer assists IMB in
meeting its goal of supporting the Rwandan Ministry of Health and
District-level implementing partners in promoting the health of the people of
Rwanda by ensuring universal access to quality health care. The COO will, along
with other leaders at IMB and PIH, develop multiple-year strategic goals, based
on the Government of Rwanda’s priorities. The COO will engage donors and public
partners in collaborative relations to further the continuum of PIH’s programs
and operations in Rwanda. The COO will contribute actively to identify new
resources to expand programs to address rural health care and social and
economic needs in Rwanda, and will often be called upon to lead special
projects for the organization.
The Chief Operating Officer implements and leads a
continuous quality improvement process in two key areas of IMB programming:
Operations, and Social & Economic Programs. The COO will help improve IMB’s
administrative processes, and ensures timely workplan execution by creating or
strengthening systems and providing cogent advice and mentorship to the senior
leadership team. In addition, to assist IMB in addressing the social
determinants of health in the context of the Rwandan government’s goals and the
strategy of Partners In Health, the IMB Chief Operating Officer is responsible
for coordinating the strategy, planning and cross-site communication of all IMB
social and economic rights programming implemented by the IMB district
leadership teams.
Qualifications:
Academic Achievement:
  • Master of Business Administration or equivalent
    graduate degree
  • At least 7 years of senior work experience in
    public or nonprofit management
  • Professional English fluency required; Kinyarwanda
    fluency strongly preferred; French proficiency desirable
  • Excellent communication, writing, and presenting
    skills
  • Advanced proficiency in all Microsoft Office
    software
Leadership:
  • At least 5 years of experience leading,
    mentoring, and supervising multi-cultural, professional teams, and
    providing oversight and central decision-making related to complex,
    multi-million dollar budget development and execution
  • Demonstrated ability to lead and manage complex
    systems
  • Proven ability to manage, understand, synthesize
    and use data to make tactical management decisions
  • Demonstrated ability to exercise good judgement
    and diplomacy in all situations
  • Ability to work under pressure and handle
    multiple assignments, prioritize work flow, adapt to fluctuating workload,
    and meet deadlines
Organizational Fit:
  • Prior experience living and working in
    resource-poor settings
  • Willingness to be based Monday-Friday at the
    rural IMB headquarters in Rwinkwavu Sector, Kayonza District, with
    frequent travel within country, and long working hours
  • Demonstrated commitment to health and social
    justice, as well as genuine gratification from working in a collaborative
    team atmosphere.
