Opportunity–Short-Term Consultant


Parsons is submitting our credentials to provide road, pavement and bridge
design manuals, an updated Road Maintenance Management System (RMMS) and other
road management tools for the Rwanda Transport Development Agency (RTDA). These
services will support Rwanda’s transportation and infrastructure development,
and, ultimately, provide a safe and seamless integrated multimodal transport
system for passenger and goods. When completed, these tools will help the RTDA
to design, develop, maintain and manage road infrastructures – including
highway pavements and bridges – which will contribute to the national economy
and to poverty reduction. Parsons’ objectives will be to instill sound
engineering practices in the design and construction of roads and develop and
justify a long-term investment plan and strategy. This position is contingent
upon award, and the duration of this assignment is anticipated to be 6 months.

Need
Parsons is seeking a Quantity Surveyor / Estimator for bridges, highways,
and/or heavy structural civil work within the road sector. The successful
candidate will carry out measurement, calculations and determine material
quantities and pricing for budgets, cost plans, Bills of Quantities, pre-tender
estimates, tender analysis and potential savings lists. You will also help
prepare analysis of rates, progress payment valuations, cost reports, variation
valuations and cash flows for use with overall project cost calculations.
Requirements
* 7+ years of bridges, highways, and/or heavy structural civil work related to
road systems experience
* 3-5 projects in road rate analysis and cost estimation
* Project experience in Africa preferred
* Post Graduate or equivalent degree in civil/construction engineering/quantity
surveying
* PE or equivalent, preferred
* Must be able to work in Rwanda for 3-6 months
