Parc Ellis are currently looking for a CSR and Government Relations Manager to work in Liberia.
Responsible for land tenure acquisition for the Nimba region, including:
Identification of land tenure requirements.
Development and implementation of strategies for land tenure acquisition.
Co-ordination with the project team and liaison with Client in country team.
Coordination of internal approval process.
Negotiation with land owners and government agencies, and responsible for obtaining
all permits necessary for land tenure acquisitions and the ESIA
in order to be successful
Identification of all permitting requirements in Liberia
Co-ordination with the project team and liaison with Client in country team.
Negotiation with government agencies
Preparation of required documentation for permits, licences and approvals.
Work
Planning:
Develop land acquisition and permitting strategy and plan for Liberia.
Co-ordination: Interface with External Affairs and Communications Manager to take
direction and set policies. Interface with other local staff to ensure
aligned approach to local communities.
Execution & Implementation:
Provide process and plan relating to permitting issues in support of Nimba Liberia operations and ESIA studies. Ensure compliance with all standards and external standards and regulatory requirements.

Provide direction to the Land acquisition and Permits issues in Liberia for Nimba.
Lead relations between local communities, government, external stakeholders and ensure positive relationships are created and maintained

Development Project
Work with the External Affairs and Communications Manager to develop and implement land acquisition and permitting strategy and plan
Provide in country expertise to support to the project to achieve business objectives, safely, on schedule, within budget to the required quality, in line plans and permitting strategy.
Identify all land tenure requirements for Nimba Project in a timely manner.
Determine the required timing for all activities related to acquisition of tenure parcels to ensure that Nimba Project planning schedules are met.
Develop, establish and implement the strategy for compensation levels for land parcels.
In consultation with the External Affairs and Communications Manager, conduct negotiations with third parties such as land owners and governments towards obtaining agreements for acquisition of land titles from land owners within required planning timeframes.
Manage and coordinate any land survey requirements, ensuring the engagement of appropriate contractors in a timely manner.
Ensure permits, approvals and licenses are in place to address project requirements including ESIA studies and future operations.
Monitor and review the Statutory Requirements ensuring required approvals and licences are obtained within required timeframes.
Ensure all necessary internal and external approvals are obtained to acquire land tenures.
Liaise with appropriate external legal counsel, for advice for, and preparation of, required documentation.
Develop and maintain a plan and schedule of future activities required to secure land tenure, and provide regular progress reports.
Ensure all work undertaken is consistent with Clients standards and Charter Values.
Technical Capabilities & Competencies
Qualifications:
Professional experience of community relations in the mining industry
Degree in a Public Affairs, Legal or related discipline
Languages:
English & French (Desirable)
Experience:
Experience in major mining and / or infrastructure projects, within African or developing countries.
Experience in a related role involving large scale complex land acquisition highly regarded.
Experience in an on-site leadership role in community relations and community development, mining experience preferred
Experience in a developing country, ideally in Africa, strongly preferred
Experience developing, implementing and maintaining community development initiatives
Experience liaising and interacting with governments, regulatory agencies, NGOs and local communities
Strong project planning and implementation skills, including issues management and communication
Experience in lobbying, negotiation and conflict resolution
Strong proposal, submission and report drafting experience
Strong teamwork and team building experience
