Project
The Market
Development Facility (MDF) is a multi-country private sector development
program managed by Palladium on behalf of the Australian Government. The
program currently operates in Fiji, Timor-Leste, Pakistan, Sri Lanka and Papua
New Guinea. MDF utilises a market systems development (MSD) approach to trigger
lasting systemic change and create broad-based, sustainable pro-poor growth. We
are currently recruiting three key positions for our Core Leadership Team
(CLT). As well as the position of Chief Technical Officer outlined below, we
are also recruiting for the positions of Chief Operating Officer and Director
of Quality & Inclusion.
Chief Technical
Officer (CTO)
The CTO is a key
member of MDF’s leadership team charged with driving innovation and technical
quality across the whole program. This will involve keeping MDF’s market
systems development approach ‘at the cutting edge’ by supporting implementation
at the country level, driving both technical capacity development across all
countries, as well as the technical aspects of the wider MDF Learning,
Influencing and Engagement agenda.
This role can be
based in Canberra, Australia or in another MDF partner country. MDF is a five
year program, and a minimum two year commitment will be required from the
successful applicant with scope for extension depending on performance.
Responsibilities
- Setting
the technical direction and strategy for MDF and driving this both at the
facility and country level; - Advising
country teams on appropriate market systems development techniques to
ensure efficiency and relevance; - Ensuring
the consistency and quality of technical processes through regular review
of MDF country strategies and related partnership agreements; - Delivering
the facility’s ongoing capacity building program for technical staff; - Supporting
innovation and internal learning across the MDF team; - Engaging
with DFAT in an effective, coordinated and responsive manner.
Requirements
- Significant
prior experience in the implementation of a market systems development
approach, ideally within a range of market contexts; - Strong
technical leadership skills within market systems development; - Demonstrated
ability in the capacity building of internal and external stakeholders; - Ability
to review complex technical findings and translate into simple, actionable
content; - Strong
qualitative and quantitative research skills; - Demonstrated
application of capacity development approaches in an international
context; - Strong
stakeholder engagement skills, ideally in a donor funded context; - Ideally
a tertiary qualification or equivalent practical experience; - Willingness
to work in a challenging environment and to travel throughout MDF
countries;
