Department Overview
Pact exists to help create a world where those who
are poor and marginalized exercise their voice, build their own solutions, and
take ownership of their future. The DREAMS activities under the FISH project
are innovative interventions that leverage existing FISH platforms to enhance
linkages to care and treatment for fishing communities in Mangochi. This team
will spend significant time in fishing communities engaging with fishers, fish
processors, and Beach Village Committees (BVCs) among others. Pact’s DREAMS
staff will bring a collaborative spirit working not only within the existing
FISH framework to respond to high prevalence rates around the lakes, but will
also coordinate with existing DREAMS clinical and treatment partners.
Position Purpose
Reporting to the DREAMS Program Manager, the DREAMS
Officers will be responsible for being the primary staff person on the ground
within Mangochi. The Program Officers – Mangochi will oversee Peer Mentors,
engage with BVCs to facilitate trainings on HIV prevention, HIV testing and
treatment, and will also aid in monitoring and evaluation. These field based
individuals will serve as a critical link to fishing communities in Mangochi
reached through the FISH project, as well as a key representative on
coordinating bodies in the district such as AGYW coordination meetings and
other HIV working groups.
Key Responsibilities
The DREAMS Officers-Mangochi will be responsible
for the following key tasks:

Work with
District and Community Health Facilities in the two DREAMS districts to ensure
coordination with other programs and stakeholders
·        
Engage
with DREAMS treatment partners to link individuals from fishing communities to
care and treatment. Conduct follow up with treatment facilities to ensure car e
is accessed.
·        
Coordinate
with FISH partners and staff to effectively integrate DREAMS activities to
build demand for HIV treatment services within the fishing community. 
This may involve co-locating with FISH partners.
·        
Support
the DREAMS Program Manager to ensure timely reporting, monitoring, and analysis
of results against set targets, and the use of data to adjust implementation
strategies as necessary.
·        
Support
community-based Peer Mentors from within fishing communities and assist with
the collection of project data on a monthly basis and through the provision of
stipends.  The Program Officers -Mangochi will be the primary point of
contact for the Peer Mentors in Mangochi responsible for supervision and
regular check ins including, as needed, journeys onto the lake.

Engage
with FISH partners on activities with Beach Village Committees and residents of
fishing communities to ensure linkages to care and treatment.
·        
Implement
bi-monthly beach wellness days in coordination with DREAMS treatment partners.
This will include coordinating with Mangochi-based staff to ensure procurements
are completed in a timely and effective manner, and submission of relevant
financial reporting to ensure that expenses are documented in a timely
manner.  This will also involve ensuring participation by critical
counterparts from treatment partners.

Join FISH
Technicians and DOF Extension Workers during outreach activities to incorporate
additional HIV prevention messaging.
·        
Coordinate
with project M&E staff for timely reporting of both financial and programmatic
data.
·        
Maintain
stakeholder mapping tables for Mangochi updating points of contact and
activities,
·        
Assist in
the preparation of regular reports for the donor
Basic Requirements
  • Degree
    in Gender, Public health, Social and/or Behavioral Sciences or Related
    field with specific emphasis on community-level  health promotion
    and/or education
  • Training
    and knowledge in community HIV/AIDS prevention.
  • Minimum
    5-years’ experience in NGO and HIV environment
  • A
    strong team player with excellent interpersonal skills and ability to work
    in high profile, fast-paced environment.
  • Ability
    to work independently and achieve project objectives
  • Strong
    communication skills both written and oral.
  • A
    Valid Motorcycle’s License,
  • Not
    Less than 2 years’ Experience Using the Motorcycle.
Preferred Qualifications
•         
Fluency in local languages for day-to-day communication
