BACKGROUND:
As a result of the electoral violence
in Burundi, a large number of refugees have crossed into Rwanda and are
settled/living in various sites, the majority of them living in Mahama Camp
while others are living in Kigali, Bugesera, Nyagatare, Nyanza and Huye.

Mahama Camp, where Oxfam is operational
hosts up to 43,000+ Burundi refugees who have been registered and are now
settled there where they share their available resources/facilities. Oxfam has
signed a partnership agreement to work in Mahama and through the existing sector
coordination; Oxfam will deliver a WASH programme which is aimed at reducing
the vulnerabilities and suffering of the Burundi refugees in Mahama Camp 
through the provision of basic WASH needs and other essential services.
We are currently recruiting for an
experienced Rwandans national for the following positions:
1.    MEAL  Officer
1
Location: Mahama Camp, Kirehe District,
Rwanda
Salary:  Competitive

Job purpose: To ensure the
implementation of a complete and coordinated MEAL of the Oxfam response
programme. The MEAL officer will support the program teams and partners (if
any) working on the Humanitarian Programme in Rwanda to define and implement a
coordinated mechanism, based on the proposed Minimum MEAL standards, in an
efficient manner.
Reporting lines:
Post holder reports to:  HumanitarianProgramme
Coordinator, with matrix management by the Country Programme MEAL Coordinator.
DIMENSIONS:

 KEY RESPONSIBILITIES:
MEAL System development and
implementation:
  • Work
    with Humanitarian program staffs and the Country Programme MEAL 
    Coordinator in designing the tools on MEAL and in implementing the MEAL
    plan at each field location.
  • Develop
    MEAL system for Humanitarian Projects  and ensure effective
    Implementation and management,
 Quality Monitoring
  • Work
    closely with the  Humanitarian programme team to develop Programme
    Quality Benchmarks
  • Use
    process, output and outcome level quality Benchmarks as reference to
    undertake field monitoring visits, focusing on program quality aspects,
    discuss with relevant staff and share reports with relevant colleagues
  • Work
    with the programme team to develop data collection tools
Data gathering, Information management
and reporting:
  • Prepare
    a clear data collection plan in discussion with the technical team and
    lead on all field data collection exercises, data management and analysis
  • Analyze
    the data, together with the project team, and share them in the required
    format.
  • Contribute
    in timely and quality reporting on Humanitarian Projects
  • Producing
    clear and quality reports that demonstrate accountability and learning to
    the Donors.
Accountability:
  • Assist
    the project team in strengthening the accountability mechanisms at project
    level
  • Setting
    up and managing complaint and feedback mechanism for the project
Review, reflection and learning:
  • Assist
    the project team and partners in documenting lessons learnt
  • Collecting
    best practices, case studies and Most Significant Change Stories which

Officer

Engineer Assistant
DIMENSIONS:
  • Implement
    and supervises the water and sanitation work of contractors, partners and
    junior staff within Maham camp Oxfam programme;

Engineer Team Leader
DIMENSIONS:
  • This
    position focuses on the realisation of well-defined technical activities
    within objectives set by the post holder’s manager with some routine
    reactive work in response to specific requests
  • This
    reactive work requires common sense to make judgments about managing time
    and priorities but also contributes actively to improving the programme’s
    work, procedures and systems
  • The
    post holder will impact mainly within his/her own team and within the

 Construction of WASH
structures in target communities
  • Carry
    out and monitor the construction, installation and/or repair of water
    points, pipelines, tapstands, latrines, laundry slabs, and other water and
    sanitation infrastructure.

    casual labour and contractors to build structures;

    progress of construction, identify any challenges and suggest solutions to
    the Team Leader;

Job purpose: To enable Oxfam to

The work may involve, in an immediate
stage, the assessment of the hygiene promotional needs that will target mainly
reduction of cholera, or any other public health related diseases spread as
well as building the capacity of the communities to better reach and alleviate
the plight of the people affected by the emergency.

 KEY RESPONSIBILITIES:
Stocks
  • Take
    leadership in coordinating with the procurement team to ensure that there
    is proper linkage in terms of systems, procedures and material verification
    as specified in the Purchase orders.
  • Manage
    and supervise the Stores Assistants and ensure that responsibilities
    entrusted to them are delivered according to the required standards.
  • In
    coordination with the Logistics Officer (Procurement) ensure that all
    goods delivered from Nairobi are properly referenced and linked to
    Requisitions and Request Orders, Purchase Orders and are well reflected on
    all waybills.
  • Ensure
    that the concerned programme staff are duly informed (in a written form)
    of all arrivals of goods in stores. 
  • Take
    leadership in ensuring that goods/l materials arriving at the warehouse
    conform to specify requirements and that are stored safely/securely and
    organised in an countable manner according to specific sectors of the
    programme.
  • Ensure
    that standards operating procedures are maintained by the Stores Assistant
    and that Goods Received Notes, stock requests & waybills are issued
    for all materials in their custody; and that Bin cards are updated
    promptly and accurately in line with the existing projects.
  • Follow
    up on despatches to the field, making pre-assessment on storage needs and
    periodic monitoring on safety and usage to minimise losses and enhance
    accountability.
 Documentation and reporting:
Work Closely with the Logistics Officer
(Warehousing) to institute proper visibility of warehouse operations making
sure that it is accountable, consistent and systematic by :
  • Ensuring
    that Authorised Stock Requests are produced for stock issues.
  • Ensuring
    that paperwork is filed in an orderly, secure and easily accessible
  • Carrying
    out weekly and monthly stock verifications, and update stock records.
  • Compiling
    regular stock reports and stock reconciliation, and ensure that
    discrepancies in stock levels are reported to the line manager.
  • Producing
    monthly stock reports for dissemination to the Logistics Officer for
    review before submitting to the  Logistics Manager and other Program
    Staff
 Other duties
  • Organise
    the manual loading and unloading of vehicles when necessary.
  • Ensure
    that paper work for casual workers payments are properly verified and
    signed off before submission for payments
  • Ensure
    that all health and safety procedures are understood and followed by all
    warehouse staff.
  • Monitor
    the security needs/arrangements of the warehouse and the stock and alert
    your line manager of any matters arising.
Keep truck of the maintenance
requirements of the warehouse building and all equipment and alert your line
manager as and when need arises.
 SKILLS AND COMPETENCE:
Essential
  • Good
    general level of education including numeracy and literacy and
    understanding and experience of the technical aspects of warehouse
    management.
  •  Thorough
    knowledge of warehouse management, and store keeping techniques, including
    basic administration.
  • 3
    years experience in managing a warehouse.
  • Ability
    to detect fraud and/or misappropriation.

KEY RESPONSIBILITIES:
Procurement
  • In
    charge of raising the necessary procurement documentation and ensure that
    the necessary validation and authorization are entered in a timely manner.
  • Responsible
    for sending out requests for quotations whenever required and ensuring
    that such information is availed to the tender committees for analysis in
    a timely manner.
  • To
    continuously update the requisition-tracking sheet each time a requisition
    has been accepted by logistics and at any stage of the procurement
    process.

    that  procurement documents are properly filled and accessible as and
    when required

    maintain an up to date list of suppliers and accurate prices and costing

Procurement & Supplies:
  • To
    work with the Logistics Operations/Logistics Officer in the

    line with Oxfam GB logistics, purchasing and supply policy.
& donor procedures; this includes
liaison with Kigali Logistics team on purchase of goods & services that are
not locally available
  • To 
    provide support to the  programme  teams in supply planning and
    thus enhance timely delivery of goods & services while ensuring 
    that all transactions are carried out in a transparent, fair and
    accountable manner.
  • To
    ensure continued good relations with suppliers, ensuring that Supplier
    Relationships are managed/maintained at all times in a professional manner
    and that Service Level Agreements are accurately monitored and reported
    on.

    that regular checks are carried out on price comparisons and that
    materials/items costs are monitored effectively.
  • Ensure
    visibility of information (RQ Tracking, Supplier Database, Cost Database)
    by providing electronic updates to key programme staff on a regular basis.

    goods and services provided to Oxfam.
  •  Establish
    and maintain good contact with other organisations, including UNHCR, in

    appropriate support to the Logistics Assistant within your line

    delivered according to the required standards; this includes
    identifying  training needs, mentoring/couching
 Vehicles/Fleet management:
  • Take
    lead on the day to day assessment  of vehicle requirements for the
    team and advise the Operations/Logistics Officer accordingly
  • Ensure
    vehicle management routines are in place and monitored thus ensuring
    appropriate and efficient  use of Oxfam owned and hired vehicles
  • Lead
    on the management external transport contractors ensuring transparency
    & accountability in the contracting processes, proper monitoring of
    their documentation (including payments) and that such vehicles meet the
    standards required for Oxfam use
  • Direct
    management of the drivers (for  vehicles and tractors) ensuring that
    they have the  support required to perform their duties and
    that  vehicle service and repairs  are done whenever due or as
    required
  • Ensure
    that all hired/rented drivers are managed according to the guidelines and
    that all paperwork is ready for submission on a monthly basis to enable
    timely payment of salaries
  • Ensure
    monthly and weekly reports are submitted in timely manner to the
    Operations/Logistics Manager.
