Sexual and Reproductive Health Rights in Rwanda

Oxfam’s
Country Strategy (OCS) launched in 2015 for implementation until 2020,
identifies four key pillar programmes to attain the set objectives:
Humanitarian response and preparedness, Sustainable Livelihood, Participatory
Governance and Gender Justice.
We
are currently recruiting for experienced Rwandan national for the position of:

Background
Oxfam
in Rwanda secured this year a 4.5-year long funding from the Scottish
Government to support the implement the project titled ‘Claiming Sexual and
Reproductive Health Rights in Rwanda’. The project aims that women from
targeted districts of Rwanda enjoy equal rights and live free from
discrimination and violence. The project’s impact on reducing incidence of
Sexual and Gender Based Violence (SGBV) and improving access to of Sexual and
Reproductive Health Rights (SRHR) will contribute to achievement of Global
Development Goals. It supports national development priorities in Rwanda and
builds on existing strengths and significant progress made by the Government of
Rwanda in service provision, policy and law to eradicate SGBV and promote SRHR.
One
of the main component of the project includes providing support to Isange One
Stop Centers (IOSC) in three districts of project location (Rubavu, Nyabihu,
Huye, Kamonyi, Muhanga and Ruhango).
Purpose
of the position
                                
Oxfamis
seeking for a Technical Advisor to support the implementation of the IOSCs’
strategies for effective delivery of high quality services to SGBV victims.
Key
responsibilities
  • Leading
    efforts, in conjunction with project technical teams in Oxfam, Young Women
    Christian Association (YWCA) and Rwanda Interfaith Council for Health
    (RICH), to provide guidance and technical support to field programs (both
    on-site and remote assistance) that will result in development and
    implementation of high-quality SGBV program’s that make a measurable
    impact.
  • Support
    and build the capacity of IOSCs’ health workers so they can continue to
    provide compassionate, appropriate care to victims of SGBV and assist to
    evaluate the efficiency interventions addressing SGBV and gender
    inequities using the best available evidence.
  • Improve
    program monitoring and evaluation by collaborating with MIGEPROF, Ministry
    of Health (MOH), Rwanda National Police (RNP) and district hospitals to
    identify and address gaps in data collection; develop tools and systems to
    ensure that program monitoring and reporting captures data necessary to
    assess negative impacts of gender inequality on service delivery.
  • Provide
    tools to support integration of Oxfam’s global approach to SGBV, focused
    on local partnerships and community engagement, into all programs, as well
    as monitor international best practices in SGBV, represent Oxfam at
    relevant fora, and serve as a thought leader within and outside of Oxfam
    on innovative community-based approaches aimed at increasing protection
    and economic empowerment of SGBV victims, and primary prevention of
    violence against women and girls (VAWG).
  • Monitor
    the Scottish Funded project’s outcome related to supporting IOSCs through
    regular field trips, report reviews, monitoring and evaluation activities,
    managing discussions with IOSCs management team, ensure smooth
    relationship with local authorities and other key stakeholders, and use of
    project management tools to ensure that activities adhere to best
    practices and guidelines.
  • In
    collaboration with project implementing partners and Oxfam, draft global
    and/or multi-country concept notes and proposals.
  • Synthesize
    and document project’s experiences with SGBV and IOSCs operations to feed
    into Oxfam’s management reports, as well as donors reports.
  • Update
    and inform relevant audiences about levels of results/achievements and
    knowledge products, while also identifying innovative ways to communicate
    and disseminate newly created tools and resources to staff, implementing
    partners and other relevant project stakeholders.
Required
Competences:
The
position requires a competent and experienced person with the following
attributes:
  • Master’s
    degree in relevant field i.e. Gender development studies, International
    Development, Social Work, Public Health.
  • Minimum
    five years of experience in delivering similar health, women’s rights,
    SRHR, gender equality, women empowerment, including working in contexts of
    addressing VAWG and SGBV issues.
  • Demonstrated
    strong analytical and writing skills and expertise in providing
    compassionate care to SGBV victims in community settings.
  • Ability
    to start and grow engagement with government institutions, especially
    MIGEPROF, MOH, RNP and district hospitals.
  • Ability
    to contribute to the development of programme policy and quality policy
    brief papers to enhance the impact of SRHR services and women’s rights
    work.
  • Demonstrate
    experience with project management (the entire project cycle from concept
    to closure/exit) and capacity to monitor implementation of project
    activities.
  • Demonstrate
    experiencein campaigning, advocacy and influencing work, ideally with
    experience in women’s rights issues, including ending SGBV and VAWG.
  • Good
    communication and interpersonal skills, together with the capacity to
    remain calm under pressure and not lose sight of strategic priorities.
  • Initiative,
    sound judgment and demonstrated ability to work harmoniously with staff
    members from different national and cultural backgrounds.
  • English,
    French and Kinyarwanda proficiency strongly preferred.
  • Ability
    to travel extensively in rural areas required.
