BACKGROUND:
As a result of the electoral violence in Burundi, a large number of
refugees have crossed into Rwanda and are settled/living in various sites, the
majority of them living in Mahama Camp while others are living in Kigali,
Bugesera, Nyagatare, Nyanza and Huye.

Mahama Camp, where Oxfam is operational hosts up to 43,000+ Burundi
refugees who have been registered and are now settled there where they share
their available resources/facilities. Oxfam has signed a partnership agreement
to work in Mahama and through the existing sector coordination; Oxfam will
deliver a WASH programme which is aimed at reducing the vulnerabilities and
suffering of the Burundi refugees in Mahama Camp through the provision of
basic WASH needs and other essential services.

We are currently recruiting for an experienced Rwandans national for the

REPORTING LINES:
Post holder reports to: PHE Team Leader
Staff reporting to this post: Public Health Engineer Assistant
DIMENSIONS:
- Implement and
supervises the water and sanitation work of contractors, partners and
junior staff within Maham camp Oxfam programme;
- Required to make sound
judgements regularly within agreed processes using a good understanding of
the team and programme work;
- Communication largely
with internal and partner staff and also with some external contacts to
support operational work;
- Contributing to
programme budget planning and monitoring processes;
- Ensures the effective
planning and delivery of project outputs and / or defined areas of
programme, including working with partners.
- Makes complex
technical information accessible and useable by non-specialist within a
defined area.
KEY RESPONSIBILITIES:
- Supervise and monitor
the construction and of water supply infrastructure and sanitation
facilities;
- Ensure that technical
support including on- the job technical training are provided at the
appropriate time;
- Ensure an integrated
approach to attain sustainability and cost effective, work very closely
with PHP to ensure integrated programme approach is in place;
- With other
stakeholders to design-monitoring systems to be used throughout the
programme;
- Represent and attend
field base WASH meetings;
- Work in close
collaboration with partners and all stakeholders to ensure that
participatory approaches are used throughout the implementation process;
- Assist in
administration and general management work of the programme where
necessary;
- Assists the partner in
identifying their training needs and facilitate appropriate training to
enhance local capacity and programme sustainability;
- Undertake frequent
site visits to supervise and assist in implementation of the activities
and take appropriate measures to tackle operation problems affecting the
implementation processes and quality of the intervention;
- To ensure that work is
carried out in a way that is sensitive to the community needs and gender
issues. In particular to promote the full and equal participation of women
in all aspect of the work and to ensure that Oxfam’s programme is an
opportunity for community cohesion and harmony rather than division;
- To ensure that all
programmes take gender issues fully into account. This includes the
introduction of mechanisms to enable women to participate in
decision-making around public health engineering issues;
- Provide and
co-ordinate the compilation of regular project reports where necessary,
relating to progress made in both water, sanitation, with focus on objectives,
obstacles and possible solutions, together with future plans and
recommendations where necessary; and
- Ensure that partner
agency planned activities are implemented as per the activities schedules
with the highest technical quality / competency.
- Carry out any other necessary duties in
agreement with line manager.
SKILLS AND COMPETENCES:
Essential:
- BSc Degree in civil or
mechanical engineering;
- Strong experience in
technical water and sanitation programmes and the ability to implement,
monitor and evaluate them;
- Sound knowledge on
community development;
- Good experience in
working with partners/line ministries and local government;
- Capacity building
skills: ability to inspire, motivate, train and support partners;
- Assessment,
communication, co-ordination and analytical skills;
- Good oral and written
facilitation and reporting skills;
- Diplomacy, tact and
negotiation skills;
- Leadership and staff
management skills;
- Flexibility and
ability to work under pressure and deadlines in changing situations;
- Proven knowledge and
experience of computerised systems, preferably with accounting packages as
well as intermediate Excel skills;
- Ability to manage
competing tasks; ability to prioritise and produce high level output
consistently.
- Strong commitment to

spoken English, and a local language spoken by the refugees in Mahama camp
will be desirable.
- Willingness to reside
in Kirehe district
