BACKGROUND:
As a result of the electoral violence in Burundi, a large number of
refugees have crossed into Rwanda and are settled/living in various sites, the
majority of them living in Mahama Camp while others are living in Kigali,
Bugesera, Nyagatare, Nyanza and Huye.

Mahama Camp, where Oxfam is operational hosts up to 43,000+ Burundi refugees
who have been registered and are now settled there where they share their
available resources/facilities. Oxfam has signed a partnership agreement to
work in Mahama and through the existing sector coordination; Oxfam will deliver
a WASH programme which is aimed at reducing the vulnerabilities and suffering
of the Burundi refugees in Mahama Camp  through the provision of basic
WASH needs and other essential services.
We are currently recruiting for an experienced Rwandans national for the
following position:
Public Health Engineer Assistant
 Location: Mahama Camp, Kirehe District, Rwanda
Salary:  Competitive
Duration: 3 MONTHS WITH POSSIBILITY OF EXTENSION
Level: National E1
Oxfam purpose: To work with others to find lasting solutions to poverty and suffering.
Job purpose: To support the quality delivery of Oxfam’s WASH emergency programme in
Mahama camp, Kirehe district.
REPORTING LINES:
Post holder reports to: Public Health Engineer Team Leader
DIMENSIONS:
  • This position focuses
    on the realisation of well-defined technical activities within objectives
    set by the post holder’s manager with some routine reactive work in
    response to specific requests
  • This reactive work
    requires common sense to make judgments about managing time and priorities
    but also contributes actively to improving the programme’s work,
    procedures and systems
  • The post holder will
    impact mainly within his/her own team and within the local context. 
    Planning is usually short-term and reporting is adapted in consequence.
  • The post holder will
    occasionally need to influence his/her own team, partners or local
    communities
  • The post holder will
    manage moderate amounts of cash and/or equipment
  • This position includes
    some supervision of contractors / partners /other employees / community
    labourers as well as small projects/processes
  • Communicates widely
    within the unit or department, with some wider Oxfam contacts and/or
    external contacts within a defined area.
 KEY RESPONSIBILITIES:
 Construction of WASH structures in target communities
  • Carry out and monitor
    the construction, installation and/or repair of water points, pipelines,
    tapstands, latrines, laundry slabs, and other water and sanitation infrastructure.
  • Organise casual labour
    and contractors to build structures;
  • Monitor progress of
    construction, identify any challenges and suggest solutions to the Team
    Leader;
  • Systematically collect
    and analyse relevant data on the construction and progress of structures
    and report implementation progress and emerging needs and issues in a
    timely fashion;
  • Carry out regular
    quality control, ensuring that implementation follows structure designs
    approved by the Team Leader; and
  • Raise supply requests
    and receive supplies in a timely manner, following Oxfam GB and respective
    donor requirements.
 Relations with communities
  • Communicate regularly
    with communities, ensuring a system is in place to get feedback on process
    and impact of the programme;
  • Train relevant
    community structures on the operation and maintenance of facilities
    constructed; and
  • Provide timely reports
    to line manager on all training activities following Oxfam’s timelines and
    templates.
 Other responsibilities
  • Ensure that Oxfam’s
    gender policy, protection approaches and code of conduct are upheld in
    day-to-day work and especially when working with communities;
  • Represent Oxfam to
    communities and other development stakeholders in target areas;
  • Coordinate with Oxfam
    Implementing Partner staff and other relevant stakeholders in operational
    areas;
  • Ensure that work meets
    minimum Oxfam standards and adheres to Oxfam’s emergency guidelines and
    protocols; and
  • Carry out any other
    necessary duties in agreement with line manager.
 SKILLS AND COMPETENCES:
Essential:
  • Certificate or higher
    in civil, construction or mechanical ;
  • Previous experience of
    implementing and monitoring water and sanitation construction,
    installation and/or repair activities: water points, hand-pumps,
    latrines,  and other water and sanitation infrastructure;
  • Community mobilisation
    skills ;
  • Ability to explain
    basic technical information to an audience with no technical background;
  • Monitoring skills for
    construction, operation and maintenance of water and sanitation
    infrastructure;
  • Strong commitment to
    equal opportunities and gender equity;
  • Fluency in written and
    spoken English, and a local language spoken by the refugees in Mahama camp
    will be desirable.
  • Willingness to reside
    in Kirehe district
