Oxfam
Rwanda programme intervenes in four main sectors in Rwanda namely:
Participatory Governance, Sustainable Livelihoods, Gender Justice and
Humanitarian Preparedness & Response.   

One
of the key pillar programmes of Oxfam in Rwanda is the Humanitarian preparedness
and response. In the framework of this programme, Oxfam in Rwanda has been
implementing a response to the Mahama Burundian Refugees camp since August 2015
after the outbreak of the Burundi political crisis. With a permanent office
based in Kirehe, in the Eastern province, Oxfam in Rwanda has been at the
forefront of Water, Sanitation and Hygiene Promotion response in the Mahama
camp, where it is currently ensuring provision of clean and safe water to more
than 52,000 Burundians refugees in the camp and to around 4,500 people in six
villages in the camp’s host community.
As
part of the Humanitarian preparedness and response programme, Oxfam in Rwanda
seeks to hire an experienced Rwandan national who will be based in the Kirehe
office for the following position:
Monitoring,
Evaluation, Accountability & Learning (MEAL) Officer (Contract Type: 7
months Fixed-Term)
Oxfam
in Rwanda is looking for a MEAL Officer who will be ensuring the implementation
of a complete and coordinated MEAL framework of the Oxfam Mahama response. The
MEAL officer will support the program teams and partners working on the
Humanitarian Programme in Rwanda to define and implement a coordinated
mechanism, based on the proposed Minimum MEAL standards, in an efficient
manner.
S/he
will ensure that the strong MEAL system in place is supporting the
implementation of the response program providing quality evidence and
information on impact achieved to all stakeholders, beneficiaries, partners and
donors.

Detailed
job description:
  • Problems
    vary and include a combination of routine and some complex.
  • Work
    pattern is a mixture of reactive and project work.
  • Required
    to make sound judgments regularly within agreed processes using a good
    understanding of the team spirit and capacity.
  • Communication
    is largely with internal staff, (including internationally) also with some
    external contacts and targeted audiences to support operational work.
  • Analysis
    and communication of some complex information at a simple level is
    required to a wide audience to promote and influence.
Main
responsibilities:
MEAL
System development and implementation:
  • Work
    with Humanitarian program staff and the Country Programme MEAL Coordinator
    in understanding available tools for MEAL in humanitarian settings and in
    implementing the MEAL plan at field location;
  • Ensure
    effective implementation and management of the MEAL framework.
Quality
Monitoring
  • Work
    closely with the Humanitarian programme team to develop programme quality
    benchmarks;
  • Use
    process, output and outcome level quality benchmarks as reference to
    undertake field monitoring visits, focus on program quality aspects,
    discuss with relevant staff on outcomes of field monitoring visits and
    share reports with relevant colleagues;
  • Work
    with the programme team to develop data collection tools.
Data
gathering, Information management and reporting:
  • Prepare
    a clear data collection plan, in discussion with the technical team and
    lead, of all field data, organize collection routines, data management and
    analysis;
  • Analyze
    data, together with the project team, and share them on a frequent basis
    in required format;
  • Contribute
    timely and provide quality data during reporting of Humanitarian Project
    activities;
  • Produce
    clear and quality reports that demonstrate accountability and learning to
    the Donors.
Accountability:
  • Assist
    the project team in strengthening the accountability mechanisms at project
    level;
  • Set
    up and manage complaint and feedback mechanism for the project.
Review,
reflection and learning:
  • Assist
    the project team and partners in documenting lessons learnt
  • Collecting
    best practices, case studies and most significant change stories which
    demonstrate qualitative and quantitative changes;
  • Conduct
    MEAL reviews, learning events at project locations and Lead programme
    quality and monitoring review sessions at field level;
  • Ensure
    accurate and consistent analysis of information and data collected
    production of related reports as well as dissemination among relevant
    stakeholders.
Other:
  • Delivering
    any other responsibility assigned by the line manager.
Skills
and competence:
  • University
    degree in statistics or relevant social sciences with M&E courses;
  • At
    least 3 years experience of work in emergency or development contexts
    especially in the field of Monitoring, Evaluation, Accountability and
    Learning;
  • Mastering
    key concepts and processes related to Monitoring, Evaluation,
    Accountability and Learning (design of M&E frameworks, implementation
    and data collection, data analysis and report writing);
  • Fluent
    in written and spoken English. French and Kinyarwanda are desirable.
  • Experience
    in working in a multicultural team and excellent coordination skills;
  • Proven
    knowledge of computerized systems; high degree of computer literacy
    including word processing and manipulation of spreadsheet/excel tables,
    mastering of SPSS and STATA software’s;
  • Ability
    to work under pressure, to prioritize and to commit in meeting tight
    deadlines;
  • Systematic
    and organized approach to work, with ability to perform with limited
    supervision;
  • Experience
    in and ability to transfer knowledge through training and dissemination
    sessions;
  • Understanding
    gender and cultural sensitivities, commitment to understanding and abide
    with core Oxfam values and the principles of equal opportunities;
  • Capacity
    to be creative in leading and facilitating participatory data collection
    and analysis, meaningfully engage beneficiaries and receiving their
    feedback, while pay close attention to specific concerns of children and
    women:
  • High
    degree of flexibility to carry out other actions if the need arises.
