BACKGROUND:
Two brutal civil wars between 1989 and 2003 still cast a long shadow over
Liberia, which has struggled to rebuild its economy, infrastructure and
society. Only a quarter of the population have safe water and fewer than one in
five has adequate sanitation and waste disposal services. The situation is
particularly bad in the capital, Monrovia, where the massive influx of people
over 30 years has placed a huge strain on overstretched water and sanitation resources.
In the informal settlements, open defecation or the use of ‘hanging toilets’
over the river is common and poses a serious health risk for residents.
Malaria, diarrhoea and cholera are rife and life-threatening in these living
conditions. The project, already in it’s initial stages aims to provide
sustainable, low-cost sanitation solutions in slum communities – designing and
piloting new, low maintenance and easy to install technology. This will bring
about improved health for thousands of people in one of the poorest countries
in the world. Specifically, the programme is looking to use a version of the
biofil concept where solids are digested by a host of organisms in order to
create sustainable latrines.

- Proven
experience in implementing programmes in developing countries. - Specialist
in sanitation, with a good understanding of low cost sanitation issues and
a specific interest in bio predation. - A
suitable qualification in any discipline relating to Public Health
Engineering is the necessary educational background. Experience could
substitute for a formal qualification, but not vice versa. - A
high level of awareness and sensitivity to the particular needs and
capacities of women, girls, men and boys and ability to demonstrate this
awareness and sensitivity to others. - Strong
written and spoken English. - Diplomacy,
tact and administrative skills in order to work with people at managerial
and, on occasions, senior government levels. The post holder should also
be at ease in working with local people. - Ability
to communicate complex technical information to non-specialists to
positively influence programme design and implementation. - Well
developed interpersonal awareness; collaborative team skills (both as a
leader and follower); and proven ability to be flexible in demanding
situations. - The
ability to present concise reports, sometimes at short notice, reflecting
the problems and possible solutions for particular situations. - Monitoring
