An exciting opportunity to work with the Oxfam team to overcome poverty and suffering in Liberia.
Oxfam has been working in Liberia since 1995 implementing innovative Humanitarian and Long-term
Development programmes. To support our programme and the extensive information systems we use to ensure quality programme delivery, we are seeking to recruit a dynamic and well experienced IT Officer. This position is based in Monrovia with frequent travel to our filed offices in Grand Gedeh and Maryland Counties
Key Responsibilities of this role include:
Contribute to the formulation and implementation of the country IS strategy in line with the regional and global Strategy;
Overall responsibility for management and maintenance of all computer systems in the Liberia Program, LAN and WAN, assessment of requirements on purchase of hardware/software for the office. To ensure this is done in coordination with RISM/ISD;
Be the contact person for all IT technical issues within Country;
May be required to travel to provide technical support to other countries within the region and beyond;
Manage SLAs external IT supply, support and maintenance companies like ISPs in relation to connectivity performance, and IT companies for hardware maintenance;
Provide administration support for the IT function. This will include support with ordering, receipting and payments processing, manage stock of consumables for IT;
Ensure country IT systems conform to defined OGB systems standards;
Implement organisation’s standard IT policies and procedures and provide user training and support policies. Monitor compliance and report breaches to direct report;
Be responsible for submitting monthly technical reports to the RISM on I.T issues;
Maintain an up-to-date asset register and engage in preventative maintenance;
Ensure software licenses are in place for applications used. Liaise with RISM on software and license requirements;
Keep a file of maintenance and support contracts;
Keep up to date with trends and developments in relevant technologies and make recommendations regarding infrastructure improvements;
Track and control equipment being added to the network by visiting staff and consultants ensuring compliance with procedures for such movements and data exchange;
Develop technical PABX administration system including but not limited to configuration of user extensions, voicemails and processing of the monthly usage report.
Key skills and competencies
Graduate and professional training in computers, with knowledge on Local Area Networks, servers (basic hardware and software;
High level of IT skills and demonstrable experience in supporting PC hardware, software, printers, servers and networks;
Flexible and able to prioritise own workload, to work independently and meet deadlines;
Ability to train staff on PC operating systems and Microsoft applications;
Highly flexible in style with the ability to produce creative and pragmatic solutions to complex IS problems, within corporate standards;
Ability to work within a team, both locally and internationally;
Good interpersonal and communication skills;
Fluency in written and spoken English;
Up-to-date knowledge and skills on latest developments in the IT systems field;
Preparedness to undertake unaccompanied travel and operate away from working base;
Sensitive to gender and diversity.
