About
the Opportunity: 
Global
Communities seeks a Consultant/Consultancy Firm to develop an innovative
framework for volunteer recruitment, training, service

delivery and
graduation.  This assignment will require significant stakeholder
consultations to ensure that the proposed model reflects the current language
and scope for volunteering defined by Government of Rwanda, while also bringing
in best practices for volunteer engagement, retention, and graduation. In
addition, this strategy should build on the lessons from the USAID/Higa Ubeho
program which saw many volunteers use their newfound knowledge and skills to
gain paid employment.

The
ideal consultant/firm will be experienced in designing new program models and
have exceptional analytical and communication skills.
Statement
of Work
Working
closely with the senior management team, the consultant/firm will:
  • Meet
    with program staff to clarify the vision and objectives related to
    volunteer recruitment, retention, and graduation.
  • Conduct
    a rapid scan of the literature to identify best practices and emerging
    good practice regarding volunteer engagement in community development
    programs, particularly in Sub-Saharan Africa.
  • Orient
    program stakeholders on best practices in volunteer engagement to explore
    feasible and appropriate strategies for inclusion in the USAID/Twiyubake
    Program.
  • Meet
    with key stakeholders in Rwanda to identify existing practices and
    language regarding volunteer recruitment and management.
  • Develop
    a user-friendly guide (~5-10 pages) to explain the approach and provide
    tools for implementation, i.e. checklists, forms etc.
 To accomplish this Statement
of Work, the consultant will:
  • Develop
    an introductory guide (in English) to explain the model.
  • Produce
    a consultancy report, including a summary of best
    practices/lessons/recommendations from the literature scan; feedback from
    stakeholder consultations, and other recommendations regarding the pilot
    of this model.

       
I.  INSTRUCTIONS FOR THE PREPARATION OF THE TECHNICAL PROPOSAL

  1. Technical
    Proposals should explain how the applicant intends to carry out the
    Statement of Work.
  2. Technical
    Proposals will be limited to four (4) pages in total. Pages in excess of
    the 2-page limit will not be read or evaluated.
  3. The
    technical proposal should be written in English and include the following:
–       
Technical Approach (1 page): The Bidder shall demonstrate its
understanding, ability and overall approach to performing the requirements
described in the Statement of Work
–       
Personnel Qualifications and Availability  (1 page): The Bidder
shall identify in summary format the names, education, experience and
professional qualifications of all individuals proposed for this Statement of
Work.
–       
Past Performance (1 page): The Bidder shall submit a list of related
contracts and subcontracts that are similar in scope.  Additionally, the
Bidder shall provide the contact details for reference purposes.
–       
Timeframe for completion (1 page):  The Bidder shall explain the
amount of time required for each element in the Statement of Work. 

     
II.           
INSTRUCTIONS FOR THE PREPARATION OF THE COST PROPOSAL

The
Bidder must propose costs that it believes are realistic and reasonable for the
work in accordance with the Bidder’s technical approach. 
    
III.            HOW TO
