graduation. This assignment will require significant stakeholder
consultations to ensure that the proposed model reflects the current language
and scope for volunteering defined by Government of Rwanda, while also bringing
in best practices for volunteer engagement, retention, and graduation. In
addition, this strategy should build on the lessons from the USAID/Higa Ubeho
program which saw many volunteers use their newfound knowledge and skills to
gain paid employment.

Working
closely with the senior management team, the consultant/firm will:

- Meet
with program staff to clarify the vision and objectives related to
volunteer recruitment, retention, and graduation. - Conduct
a rapid scan of the literature to identify best practices and emerging
good practice regarding volunteer engagement in community development
programs, particularly in Sub-Saharan Africa. - Orient
program stakeholders on best practices in volunteer engagement to explore
feasible and appropriate strategies for inclusion in the USAID/Twiyubake
Program. - Meet
with key stakeholders in Rwanda to identify existing practices and
language regarding volunteer recruitment and management. - Develop
a user-friendly guide (~5-10 pages) to explain the approach and provide
tools for implementation, i.e. checklists, forms etc.

a consultancy report, including a summary of best
practices/lessons/recommendations from the literature scan; feedback from
stakeholder consultations, and other recommendations regarding the pilot
of this model.
I. INSTRUCTIONS FOR THE PREPARATION OF THE TECHNICAL PROPOSAL
- Technical
Proposals should explain how the applicant intends to carry out the

the 2-page limit will not be read or evaluated. - The
