Background:
The Inter-Council Network (ICN) is a dynamic coalition of Provincial and Regional member-based Councils for International Cooperation committed to social justice and active global citizenship. Rooted in communities across Canada, the Councils are leaders in public engagement and are recognized for bringing regional knowledge and priorities on international development and global issues to the national level. The ICN provides a forum in which the Councils collaborate to improve development effectiveness, learn from each others’ specific skills, and identify common priorities for collective action.

Reporting to the OCIC Executive Director and ICN Management Committee, the ICN National Coordinator will support the ICN in achieving collective capacity building and public engagement (PE) goals.

Program Activities:
Specific activities will include but not be limited to:
• Organizing and facilitating meetings of the ICN Executive Directors and ICN Regional Coordinators
• Supporting the organization of Council staff exchanges, sector-focused peer-learning sessions, and thematic webinars
• Facilitating regular communication of the ICN (on-line, teleconference and face to face)
• Ensuring the completion of a literature review of academic research on PE leading to active global citizenship
• Assisting in developing and implementing a National Poll to measure levels of awareness and engagement of the Canadian public on global poverty issues
• Supporting Regional Coordinators across Canada in their work mapping PE work leading to active global citizenship in the international cooperation sector and others, and in their convening PE practitioners for reflection and learning in regional Knowledge Hubs
• Monitoring, evaluation and reporting to CIDA

Scope of Work:
The ICN National Coordinator is responsible for managing the implementation, ensuring the evaluation, and reporting on the results of the ICN collaborative capacity building and public engagement programs in the following ways:

Implementation
• Facilitating effective communication between Provincial and Regional Councils on ICN work
• Arranging logistics and facilitating national ICN activities and meetings
• Supporting the organization of Council staff exchanges, sector-focused peer-learning sessions, and thematic webinars
• Supporting ICN Executive Directors and Regional Coordinators in development and implementation of national PE project
• Interpreting and translating in English and French
• Managing the national ICN budget
• Following up on ICN actions

Monitoring & Evaluation
• Monitoring the ICN work plan and undertaking evaluation activities

Reporting on Results
• Ensuring program activities are completed according to the descriptions, budget and timeline established by the ICN
• Capturing national and regional quantitative data on an ongoing basis, using event registration software, participant lists, attendance sheets, social media account analysis, and website analytics
• Capturing qualitative data through a combination of event-specific evaluation forms, self-assessment surveys, evaluation meetings and informal discussion
• Providing quarterly quantitative, qualitative and financial reports for ICN program activities
• Collecting Council data and completing an annual Global RBM report to CIDA

Desired Experience, Skills and Qualifications:
• Demonstrated experience with program development, implementation, monitoring and evaluation
• Knowledge of the international cooperation sector and approaches to public engagement
• Effective facilitation skills, and experience developing consensus
• Excellent written and oral communication skills in English and French
• Financial management experience
• Experience supporting online collaboration
• Detail oriented, with experience managing logistics
• Experience working with funders, such as the Canadian International Development Agency (CIDA)
• Demonstrated understanding of Results Based Management (RBM)
• Data analysis skills
• Knowledge of and experience with public polling and participatory research (desirable)
• Ability to travel within Canada (12-14 days per year)
• Ability to work independently and as a member of a small staff team in an open office environment
• Relevant university degree, and 2-5 years relevant professional experience
