We Are
One
Acre Fund (known as TUBURA in Rwanda) is an NGO that is innovating a new way of
helping farm families in East Africa to achieve their full potential. Instead
of giving handouts, One Acre invests in farmers to generate a

permanent gain in
farm income. We provide farmers with a “market bundle” that includes
education, finance, seed and fertilizer, and market access. Our program is
proven impactful – every year, we weigh thousands of harvests and measure more
than $100 of impact per client. We are growing quickly. In seven years, we have
grown to serve 150,000 farm families with more than 1400 full-time field staff.
In three more years, we will at least triple in size, while adding several new
countries.

Caring
for 1500+ staffers requires upholding adequate HR processes.  The main
responsibility of the Regional HR Manager at TUBURA is representing the country
HR department at the regional level through liaising with and reporting to HR
leadership at HQ.  Furthermore, it is the responsibility of the Regional
HR Manager that HR processes are being followed through correctly.

Duties
and Responsibilities
Under
the supervision of the deputy head of Human Resource Management, the Regional
Human Resource Manager will perform the following but not limited to:
  • Report
    leave and disciplinary measures to HQ on a monthly basis using the
    appropriate trackers
  • Meet
    with staff at all levels in the office to advise them on HR policies and
    procedures
  • Work
    closely with the benefit coordinator at TUBURA to Ensure that staff
    receive health insurance cards and that hospitals and health facilities
    accept staff for treatment
  • Report
    contract terminations to local labor inspectors on a monthly basis
  • Ensure
    that contract terminations are formally correct
  • Advise
    regional Field leadership in cases related to poor performance and
    disciplinary problems
  • Provide
    staff in the region with all necessary HR related documents, such as the
    HR Policies and Procedures Manual as well as policy specification
    documents, pay slips…
  • Maintain
    a proper filing system for HR files and paperwork at the district hub and
    HQ office
  • On
    a monthly basis, ensure that HR related documents, especially employment
    documents, reach HQ in Rubengera
  • Ensure
    that all employment documents are properly filled out and signed before
    sending them to HQ
  • Support
    our legal investigators with investigating and solving staff related
    misconduct cases
  • Train
    staffers in the correct application of existing and new HR related
    policies and procedures
  • Attend
    final interviews, particularly Field Office selections, to ensure that
    recruitment fraud and discrimination are not happening
  • If
    necessary, fulfill duties of an Office Manager (help organize staff and
    material movements, ensure material distribution, etc.)

Qualification
and experience
The
Interested candidates should at least have a bachelor’s degree in the following
field:
  • Business
    administration, Human Resource Management, Management or any other related
    field.
The
candidates should have at least 3 years and above of experience working in a
busy environment.

    resolution management skills
  • Strong
    knowledge of Rwandan Labor Law
  • General
    knowledge of various employment Law
  • Excellent
    computer in Microsoft: Word, Excel, Power point.
  • Outstanding
    interpersonal and communication skills
