Terms of Reference of Programme Manager, NPA Rwanda
Norwegian People’s Aid is a non-governmental organisation with close links to the Norwegian labour movement and has been operating in Rwanda since 1994. The organisation is working solely in cooperation with local partner organisations to strengthen civil society and promote civic engagement through its ‘Public Policy Information Monitoring and Advocacy Programme’ and ‘Strengthening of Civil Society Organisations Programme:
Norwegian People’s Aid is seeking a motivated and experienced candidate to lead these programmes.

Main Function:
• Manage and co-ordinate the NPA activities under the programmes concerned in ac-cordance with NPA’s global and local policies, strategies and frameworks.
• Day-to-day responsibility for the management of NPNs programmes in Rwanda, in close cooperation with the Country Director

Reports to: NPA Rwanda Country Director (CD)

General Responsibilities:
• In close cooperation with the CD, be responsible for the development, monitoring and management of projects under the programme areas according to plans and budgets, as well as reporting to donors,
• Have an overview of and professionally maintain quality assurance of the programmes and their projects and activities,
• Contribute towards competence / capacity building / competence transfer to national staff in NPA Rwanda as well as local partners,
• Be responsible for tasking and supervision of locally employed staff under the pro-grammes, in close cooperation with the CD.

Detailed Responsibilities:
• Prepare narrative and budgetary plans and reports and provide related inputs towards any new proposals to existing or potential donors,
• Identify, assess and approve proposals from existing or potential partners and ensure proposal quality and feasibility of the proposed projects,
• Carry out assessments in areas of interest to NPA,
• Provide technical expertise to the partners as well as advising the CD on technical requirements/feasibility/standards of proposed projects,
• Have an on-going dialogue with NPA local partners on issues in order to support partners to define and develop their own strategies, policies and project activities,
• Identify strengths and weaknesses of NPA local partners in order to identify possible needs of competence building,
• Contribute towards capacity building of national staff and partners through direct support or by bringing in outside resources,
• Follow-up and liaise with relevant international organisations, including through participation in relevant cluster-meetings and other coordination fora,
• Participate in recruitment of staff under the programmes in co-operation with the CD, and be responsible for the performances of the staff assigned to the programme,
• Any other task or duty as assigned by the CD.

Qualifications:
• Master’s Degree in Public Policy or Development Studies
• At least 5 years progressive experience in public policy analysis or research
• Strong understanding of the Rwandan public policy context
• Strong experience and knowledge of civil society sector in Rwanda.
• Experience and knowledge of regional and international policy issues relevant to civil society
• Understanding of Human Rights based Approach to development.
• Fluency in spoken and written English; French is an added advantage.
• Excellent Communicator orally and in writing.
• Innovative, self-driven and team player
• Strong interpersonal skills, with experience of working in multicultural contexts
