Being an employee of the Norwegian Refugee Council (NRC) in Liberia, the Shelter Assistant is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct
JOB DESCRIPTION:
Tasks and Responsibilities
Implementation of activities
• Monitor assigned shelter activities on a daily basis (care and maintenance or construction and site preparations) to ensure high quality and cost effective implementation, and progress according to plans;
• Keep updated and correct records of tools and materials and ensure that the tools used are safely kept and maintained;
• Ensure that all project materials, tools and labor are requested and approved prior to carrying out the works;
• Assist in inspecting all shelter materials delivered to the camp and make sure materials received are according to specifications (purchase order/contract) before signing of goods receive note;
• Assist in introducing new technologies for shelter construction and maintenance as well as infrastructure;
• Assist in the hiring of shelter incentive staff when requested;
• Assist in providing required capacity building to refugee maintenance committees, maintenance monitors, shelter carpenters, and beneficiaries through daily monitoring, demonstrations and ensuring best practices;
• Work closely with any other humanitarian agency engaged in the Refugees sectors;
• Collaborate closely with other NRC staff;
• Contribute to maintaining accurate site files in the office;
• Perform any other tasks relevant to the position as requested by the Immediate Supervisor.
Construction and site preparation
• Assist in supervision of construction and/or rehabilitation projects and ensure that all works are in accordance with the design, BoQ’s and specification;
• Monitor preparations of camp sites through brushing of demarcated land, felling and cross cutting of marked trees and clearing of land and storage of debris according to agreed plans;
• Monitor de-stumping, leveling of shelter plots, WASH areas and other infrastructure in preparation for construction;
• Monitor all works done by local contractors or local community members involved in the construction process;
• Supervise daily workers, and advise and justify whenever additional labor assistance is needed;
• Report on completed construction projects and ensure correct measurement of completed works and assist in preparing interim and final payment certificates;
• Be proactive in providing technical or management solutions or advice to overcome any issues that arise during the construction process.
Care and maintenance
• Mobilize beneficiaries, maintenance committees, and other relevant stakeholders for proper participation and contribution to activities initiated by NRC in the camp;
• Assist and facilitate training sessions in care and maintenance for incentive staff, beneficiaries and maintenance committees;
• Assist in designing and implementing necessary awareness raising activities as part of the participatory process;
• Prepare recommendations for maintenance works required in the camp, and prepare required requisitions and agreements for contractors and daily workers for maintenance projects;
• Report on all completed care and maintenance projects to facilitate prompt payment to the contractors and daily workers when relevant.
Monitoring and Reporting
• Provide detailed and accurate input to the project reports as requested;
• Report on any gaps, risks and bottlenecks that can obstruct proper implementation of activities;
• Report all misuse of materials and tools immediately;
• Assist with updating the shelter monitoring database when requested;
• Make sure that all logistical and financial procedures related to the shelter projects are adhered to.
JOB REQUIREMENT:
Qualifications
• National Diploma in Construction or other relevant technical field;
• Work experience in the planning and execution of shelter and infrastructure projects or community mobilization programs for at least 2 years – experience in a humanitarian setting is an advantage;
• Proven knowledge of construction, site supervision and materials-quality monitoring;
• Proven ability to use MS Office software (especially Word and Excel) is an advantage;
• Language: Fluency in written and spoken English is essential; knowledge in French and/or local languages is highly desirable;
• Proven experience in driving motorbike and valid motorbike driving license is a requirement.
