Norwegian Refugee Council Project Engineer Job Vacancy in Liberia

NRC advocates for their rights and assist amongst others with shelter, education, camp management,
food security, information counseling and legal assistances (ICLA) and GBV.

The NORWEGIAN REFUGEE COUNCIL( NRC) has its headquarter in Oslo, Norway and has programs and country offices in twenty countries in Asia, Europe, Africa and Latin America.
NRC has been active in Liberia since 2003 providing humanitarian assistance to both Liberians and refugees from neighboring countries.

Job Title : Project Engineer

Duty Station : Zwedru (with extensive travelling to Dougee, Solo, PTP and Ziah Refugee Camps in Grand Gedeh and Bahn Refugee Camp in Bahn)

End Date of Contract : 31st December 2012
Immediate Supervisor : Shelter Project Manager
Responsible to : Shelter Project Manager

Being an employee of the Norwegian Refugee Council (NRC) in Liberia, the Project Engineer is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.

Tasks and Responsibilities
General duties
• Collaborate and liaise with GoL/LRRRC for technical issues related to the shelter projects;
• Liaise and work closely with any other humanitarian agency engaged in the Refugees sectors;
• Participate in planning for project implementation (including activity, financial and procurement planning);
• Assist in strategic planning, scheduling, monitoring and assessments, and evaluation of NRC shelter projects in the camp (e.g. data collection);
• Ensure cost-effective implementation practices and materials usage in shelter and infrastructure projects.
• Introduce new technologies for shelter and infrastructure in the camps when required;
• Support the shelter teams in the camps by maximizing team-work and inclusive approaches to management;
• Contribute to the capacity building for shelter staff, refugee maintenance committees, maintenance monitors, and shelter carpenters;
• Responsible to maintain accurate files in the office;
• Collaborate closely with other NRC staff;
• Provided administrative support to the Project Manager when requested;
• Deputies for the Project Manager as required.

Technical Duties
– Prepare construction documentation, including tender documents, BOQ, specifications and contract documents. Ensure that tenders receive sufficient documentation to prepare a tender that reflects the work scope;
– Produce technical plans and drawings and technical specifications and oversee the design development and site plan preparation;
– Lead on the bid and tender process in liaison with the Project Manager;
– Liaise with and organize quotations and work agreements as required to ensure the efficient and effective completion of projects;
– Review cost proposals submitted by the camp teams;
– Assist in supervising contracted works and monitor quality and progress in accordance with the schedule; Where required, make independent site management decisions in order to expedite the works or construction processes as appropriate ensuring that the intend of the project is not lost and the best outcome to cost ratio can be maintained;

Prepare certificate of work completed and payment documentation and assist in the process of payments through coordination with the Finance department;
– Assist site engineers in their duties, to manage the work sites, supervise local contractors or local community members involved in the construction process;
– Ensure that updated information regarding material availability and cost estimates is maintained to ensure accurate budget estimates during program planning can be made;
– Maintain the program financial records and all supporting documentation;
– Be proactive in providing technical or management solutions or advice to overcome any issues that arise during the construction process.

Monitoring and Reporting
• Prepare and submit detailed and accurate work plans, reports/updates as requested.
• Identify gaps, risks and bottlenecks that can obstruct proper implementation of activities;
• Provide input to monthly CAD reports and donor reports and proposals when requested;
• Assist in ensuring that the shelter monitoring database is updated regularly;
• Make sure that all logistical and financial procedures related to the shelter projects are adhered to.

Other duties
Any other duties as may be assigned by the Shelter Project Manager and Area Manager.

Qualifications
• Bachelor’s degree in Engineering or Quantity Surveying or other relevant technical field;
• Solid and documented experience from preparations of BoQ’s, technical drawings and specification, as well as construction contract management for at least 4 years – experience in a humanitarian setting is an advantage;
• Practical experience form the construction works is an added advantage;
• Proven ability to use MS Office software (especially Word and Excel) is essential and AutoCAD is an advantage;
• Capacity to work under pressure and respect short deadlines;
• Language: Fluency in written and spoken English is essential; knowledge in French and/or local languages is highly desirable;
• Good team spirit;
• Proven experience in driving motorbike and valid motorbike driving license is a requirement
