The NORWEGIAN REFUGEE COUNCIL( NRC) has its headquarter in Oslo, Norway and has programs and country offices in twenty countries in Asia, Europe, Africa and Latin America.
NRC has been active in Liberia since 2003 providing humanitarian assistance to both Liberians and refugees from neighboring countries.

Job Title : Environmental Protection Officer

Being an employee of the Norwegian Refugee Council (NRC) in Liberia, the Environmental Protection Officer is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.

JOB DESCRIPTION:
Tasks and Responsibilities
Implementation of activities
• Overall responsible for coordination and execution of all environmental protection activities (reforestation, erosion control, energy efficient consumption for domestic use, training and capacity building) implemented by NRC in the camps, including daily field activity planning, technical guidance and oversight resulting in limited degradation of the environment as a result of the establishment and existence of the refugee camps;
• Represent NRC at camp inter agency meetings relevant for environmental issues;•
Liaise and work closely with any other humanitarian agencies engaged in the refugee camp;
• Coordinate environmental protection activities with beneficiaries, host community and GoL/LRRRC;
• Participate in planning for project implementation (including activity, financial and procurement planning);
• Assist in strategic planning, scheduling, monitoring and assessments, and evaluation of NRC environmental protection activities in the camp (e.g. data collection);
• Ensure cost-effective implementation practices and materials usage;
• Oversee the organization and celebration of UN World Environment Day in all refugee camps in collaboration with the environmental protection staff and other partners in the camps;
• Submit detailed cost and material estimate for environmental protection activities carried out by NRC to the Immediate Supervisor for review;
• Review requisitions and contracts/agreements for contractors and daily workers for all activities related to environmental protection;
• Assure correct measurement of completion of works and verify completion certificates for all drainage construction activities to facilitate prompt payment to the contractors and daily workers;
• Ensure that all materials delivered to the camps are inspected by environmental protection staff and approved according to specifications (purchase order/contract) before signing of goods receive note;
• Verify updated information regarding material availability in the warehouses;
• Responsible to maintain accurate site files in the office;
• Perform any other tasks relevant to the position as requested by the Immediate Supervisor.

Team management
• Overall supervision of the environmental protection team, maximizing team-work and inclusive approaches to management;
• Direct supervision of Environmental Protection Supervisors and Assistants;
• Assist in the hiring of environmental protection incentive staff;
• Facilitate required capacity building for staff, refugee committees, and incentive staff;
• Ensure that meetings for environmental protection staff at camp level are conducted on a regular basis;
• Collaborate closely with the shelter team and other NRC staff.

Monitoring and Reporting
• Prepare and submit detailed and accurate work plans, reports/updates as requested.
• Identify gaps, risks and bottlenecks that can obstruct proper implementation of activities;
• Provide input to monthly CAD reports and donor reports and proposals when requested;
• Collect and manage data for environmental protection activities;
• Make sure that all logistical and financial procedures related to the environmental protection activities are adhered to.

JOB REQUIREMENT:
Qualifications
• Bachelor’s degree in environmental related studies or other relevant field;
• Work experience in planning, coordinating and execution of environmental protection activities, as well as community mobilisation programs for at least 4 years – experience in a humanitarian setting is an advantage;
• Capacity to work under pressure and respect short deadlines;
• Proven ability to use MS Office software (especially Word and Excel) is essential;
• Good team spirit;
• Language: Fluency in written and spoken English is essential; knowledge in French and/or local languages is highly desirable;
• Proven experience in driving motorbike and valid motorbike driving license is a requirement.
