A well-qualified candidate will possess international experience and broad knowledge and experience with legislative or parliamentary processes. Experience with legislative modernization efforts will be an advantage.
The Resident Senior Program Manager/Program Manager will report to the Resident Country Director. This position will be hired at a level commensurate with the successful candidate’s experience. The position will be based in Monrovia, Liberia and is a partially accompanied post (adult dependents only).
Primary Responsibilities
• Manage, implement and assess key components of NDI’s legislative strengthening program in Liberia, in close collaboration with local staff;
• Develop and implement new activities to strengthen the national Legislature and its staff bureaus;
• Assist members with staff development, internal organization and communication, and public relations strategies;
• Assist the Legislature with adopting and utilizing basic rules of lawmaking, legislative procedures, and representation and oversight functions;
• Provide direct technical assistance to members of the Legislature and legislative staff, and identify and facilitate visits by domestic and international experts;
• Provide day-to-day management and oversight of assigned local program staff in the Monrovia office;
• Build staff capacity to play a substantive role in program development and implementation;
• Collaborate with other NDI functional teams to maximize comparative learning and the use of best practice;
• Ensure programmatic goals are achieved and operational and reporting requirements are adhered to;
• Work constructively with key partners in government and the donor community;
• Draft and submit accurate and timely reports that monitor and measure program results and political developments;
• Help to produce training materials and other publications;
• Assist the country director in managing external relations and NDI’s adherence to grant-related policies and procedures.
Job Requirements
• Bachelors Degree in International Relations, Political Science or related subject; Law degree or other post-graduate degree preferred;
• A minimum of eight (8) years relevant work experience, 10 or more years preferred;
• Experience in democratic governance development, preferably with legislatures or parliaments;
• Experience in a legislative environment with knowledge of legislative organization and operations, and experience with strategic planning, staff management, and parliamentary institutional models and mechanisms;
• A desire and ability to work as part of a team on an ongoing basis;
• Extensive project management skills, a high degree of organization and attention to detail;
• Sound political skills and experience working with political issues, coalition-building and negotiation skills;
• Superior oral communication skills to effectively present information, respond to questions and negotiate in cross-cultural settings;
• Exceptional interpersonal and managerial skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policy-makers;
• Ability to communicate knowledge and experience to others as a trainer, advisor, consultant and workshop facilitator;
• Exceptional analytical skills for interpreting complex program and political issues;
• Superior writing and editing skills;
• Experience in a post-conflict and multi-cultural work environment preferred;
• Ability to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders;
• Experience in program design and strategy development;
• Working knowledge of Microsoft Windows environment, email technology and spreadsheets;
• English language fluency required.
