purpose:

The
primary responsibility of the National Performance Manager (NPM) will be to
design and implement a district and national level data management system for
the new Building Learning Foundations (BLF) programme in Rwanda. BLF is a
three-year project, funded by the UK DFID, that aims to strengthen the Rwandan
Education system through a series of targeted interventions that will improve the
quality of teaching and leadership in primary schools and raise functional
literacy and numeracy outcomes for all children.
The
NPM will be part of the senior management team, report directly to the Team
Leader, and will be pivotal to programmes success.
Scope:
The NPM will manage the initial creation of:
1)
A system for the collection, management and analysis of teacher and student
assessment data;
2)
Systems and tools for monitoring and tracking the quality of teaching and
learning.
This
will include determining the correct metrics to assess interim and long-term
programme outcomes around learning, teaching and school leadership, and
ensuring the data architecture runs from school to national level. It will also
require alignment with existing data management systems (including EMIS) and
successful integration by the end of the programme to ensure sustainability.
The
NPM will be responsible for training and supporting the teams responsible for
collecting and inputting data at the school and district and level. The NPM
will work alongside national and district level Government departments to
strengthen monitoring and accountability and bring immediate and lasting
change. Alignment with data capture/metrics from other local programmes (e.g.
Soma Umenye “Read and Know”) will also be key to the success of this role.
The
NPM will also monitor and analyse results and report lessons learned to
Ministry of Education Rwanda (MINEDUC) and Rwanda Education Board (REB) to
inform subsequent roll out to other districts within the BLF programme. The
National Education Taskforce (NET) will be responsible for providing capacity
building and support to MINEDUC departments and local officials in order to
develop and implement a systematic approach to the collection and effective use
of data.
To
apply for this role you will need to hold a university degree, and preferably a
relevant qualification or post-graduate degree in information management or
related subject; have experience in the design, implementation, reporting and
analysis of systems to collect complex data and be able to show evidence of
working on large-scale national education reform programmes, preferably in a
low-income context.
