The
NIC has recently developed a new five year strategy and is embarking on a
major change management and restructuring process through the support of its
partners and from GOL funding which will change NIC’s focus from solely
regulating investment incentives and negotiating concession agreements to
providing a new emphasis on investment promotion and facilitation (i.e.
highlighting Liberia’s investment opportunities and enabling investors to
take advantage of these opportunities for the benefit of the Liberian people).
The objective of this project is to support the change management process in
the NIC in line with the new strategy. To adopt this posture the Human
capital of the NIC must consist of efficient, smart, educated and experienced
workforce to perform required tasks.
In
view of the above, the NIC has drafted a project titled “Workforce
Productivity Enhancement Plan” that has been endorsed by the Government of
Liberia. The goal of the project is to create a lean and efficient workforce
by doing the following:
1. Provide all technical advice to the Chairman of the NIC in regard to
appropriate laws, regulations and procedures having relevance to the
successful implementation of the Plan.
2. Support designated personnel to develop a work plan with clear timelines and
milestones for the successful implementation of the Plan.
3. Together with partners and relevant NIC personnel develop appropriate
Terms of Reference (TORs) or Job Descriptions (JD) for every professional and
support position in line with the Plan.
4. Develop a performance management program and train appropriate NIC staff
on its application and implementation.
5. Support the development of a comprehensive staff development program
intended to target staff with the requisite basic talent, skills and qualification
within the NIC that can be harnessed by providing structured and packaged
training and also providing an opportunity for current staff of the NIC to
benefit from a voluntary retirement package and seek other means of improving
their lives.
To support this process, the NIC is seeking a Change Management Consultant
who will support the work of the Change Management Committee responsible for
implementing the Workforce Productivity Enhancement Plan.
Reporting: The Successful candidate shall report to the Chairman of the
Commission but with functional duties working directly on the supervision of
the Director of Finance and Administration.
Duration of Contract: 6 Months with options to renew under negotiable terms

The
Consultant Shall support the Director of Finance and Administration as Head
of the Change Management Committee to ensure that the following actionable
items are contained in the Plan’s work plan and clearly indicating the
responsible parties within NIC required to undertake assigned tasks:
1. Work in close conjunction with the Change Management Committee; consisting
of the Director of Finance as Head, a representative from Human Resource, NIC
Legal Counsel, a representative from CSA, a representative from Ministry of Labor and a
representative from Ministry of Finance to review the personnel files of the
NIC employees and prepare a validated schedule depicting the following:
a. Name of Employees
b. Date of Employment
c. Number of years Worked
d. Academic and other credentials
e. Positions held
f. Salaries and benefits
g. Date of Birth
2. Consider functions of the NIC that have been considered redundant in
setting criteria for voluntary retirement.
3. The review of application from the staff for voluntary retirement.
4. The review of the vetting process ensuring transparent manner free of
biases and favoritism.
5. Review process to prequalify staff to benefit under the VRS and make a
comprehensive recommendation to Management.
6. Ensure proper filing of retirees documents in three areas, to include NIC
HR File, CSA file and Ministry of Finance.
7. That all retirees are paid with check through the NIC Finance Department.
8. Appropriately fitting the remaining employees within the new organization
chart of the NIC, matching skills, academic credential, ability to be
retrained against new job descriptions and TOR’s
9. Provide recommendations for training after conducting a training needs
assessment or by using existing assessment.
10. Formulate a comprehensive binding irrevocable Voluntary Retirement
Contract in line with the intent and spirit of the project, coordinating with
all relevant government agencies related to labor, staff employment and
retirement, considering all necessary legal implications to ensure that the
agreement is air tight and free of errors that will allow retirees to have a
recourse on the NIC after benefitting under the scheme.
11. The Consultant in collaboration with the Committee shall conduct
interview with the staff and set criteria for an employee to qualify under
the Voluntary Retirement Scheme, bearing in mind the size of the envelope
available under the scheme.
12. The Consultant shall then prepare an exit report and present to
management a profile of those staff still in the employ of the NIC.

The
successful candidate must have supervisory experience in Human Resource
Management, Recruitment Processes with local content and an appreciation of
the Civil Service Agency regulations and must be aware of legal issues
relating to retirement under the Ministry of labor. The candidate must also
possess skills in planning, Project Management and implementation.
An advanced degree or equivalent in
experience in· Business
Administration, Economics, Management, Financial Management, Program
Management, Law, and Human Resource management
Experience· in organizing and
managing all human, financial and technological resources essential for
project delivery
Demonstrated ability to· interact at
executive, political, policy and technical levels
