The National Electoral Commission is an Independent Government financed Institution charged with the preparation and conduct of all legislated Elections and the training of Voter and civic educations. The National
Electoral Commission wishes to recruit a suitable candidate to fill the position of a Human Resources Manager that is vacant in its structure.
Job description of the Human Resources Manager in the National electoral commission
• Advising the National Electoral Commission on staffing, human resource management and capacity building strategies;
• Ensuring the management of the National Electoral Commission’s staffs;
• Preparing, on a monthly basis, the list of the National Electoral Commission’s employees together with their payroll and ensuring that the effective payment of salaries is made on time;
• Management of NEC staff files;
• Monitoring the performance evaluation of NEC’s staff;
• Proposing tools for output evaluation and strategies for the development of staffs’ capacities according to expressed needs;
• Receiving and examining employees’ petitions and proposing solutions;
• Preparing, monitoring and ensuring timely remittance of staff’s contribution to other institutions;
• Preparing and monitoring the annual leave calendar for the National Electoral Commission’s staffs;
• Preparing technical files pertaining to the process of recruitment of the National Electoral Commissions’ staffs and ensuring induction for new recruits;
• Keeping the National Electoral Commission’s staffs abreast of various activities organized within or outside the National Electoral Commission;
• Preparing monthly, quarterly and annual progress reports and whenever required;
• Performing any other duties as may be ascribed to him/her by the National Electoral Commission authorities.
Qualification and required experiences
• A bachelors Degree in Human Resources Management or Public Administration.
• Must have at least three years of experience in a similar position in Public or Private Institution.
• Must be able to use IPPIS a Government software that is used in salary preparations;
Reporting
The National Electoral Commission Human Resources Manager reports to the Director of Finance and administration.
