MSH is recruiting a
Senior Monitoring & Evaluation Advisor in anticipation of a procurement for
a five-year project to support the Government of Rwanda by implementing an
integrated health system strengthening program which provides high quality,
high-impact and client-oriented health services to the Rwandan population in a
sustainable manner.
This position is
based in Kigali
and is subject to project award and funding.
OVERALL
RESPONSIBILITIES:
The Senior Monitoring and Evaluation Advisor will oversee the monitoring and
evaluation system for reporting progress, and maintain reporting procedures and
guidelines in compliance with USAID systems. The Senior M& E Advisor will
be expected to develop a strong monitoring and evaluation plan consistent with
the USAID results framework, coordinate the collection of data including
conducting field visits for data validation, monitor the quality and
completeness of data sets; contribute to the development of the program and document
project performance against established outputs and indicators.
QUALIFICATIONS:
Must have at least a
Master’s degree in a relevant discipline and at least 10 years of demonstrated
experience in monitoring and evaluation; Previous experience managing a rigorous
M&E system including developing performance monitoring plans: Knowledge of
data collection protocols to ensure accurate data collection and verification
is essential; M&E experience in the health sector desired, particularly in
health systems strengthening; Excellent skills in MS Excel, Word, PowerPoint,
and D11152; Experience with USAID programs/projects strongly preferred; Strong
written and oral presentation skills in English; French language skills are
desirable.
