MSH Health Systems Strengthening Team Leader Job Vacancy in Rwanda

Overall Responsibilities
The Health Systems Strengthening (HSS) Team Leader is the Project’s lead expert on strengthening management of facility and community-based family health services. Working as part of the senior management team, he or she identifies strategies for effectively strengthening management systems of greatest importance for the delivery of family health services. At the facility level these include, but are not limited to logistics systems, inventory and storage systems, referral systems, transport systems, financial management,
data management, patient flow and personnel management. At the community level, the HSS Team Leader will identify strategies and approaches to strengthen management within and between communities and facilities by improving supervision of CHWs, maintenance of CHW kits, referral systems and record keeping and reporting.

The HSS Team Leader will strategize, organize and lead implementation activities that will serve to meet project objectives as articulated in work plans. He/she will supervise a team of specialists based in district offices.

Specific Responsibilities
Working at district level health facilities and in partnership with the Ministry of Health:
1. Design and implement strategy to improve logistics systems for both routine requisitioning and restocking of drugs, testing kits, LLINs, etc., as well as equipment maintenance.
2. Design and implement strategy to strengthen inventory and storage systems for supplies once received.
3. Design and implement referral systems, including feedback to originating health workers.
4. Design and implement strategy to improve transport systems, for emergency evacuation as well as routine supervision and supply.
5. Design and implement strategy to strengthen financial management systems, including for PBF-supported cooperatives.
6. Design and implement activities to improve data management, to ensure the accuracy of reports received from communities as well as the quality of aggregate reports transmitted to higher levels.
7. Design and implement activities to improve patient flow, to reduce waiting times, facilitate adequate time with providers, and increase client satisfaction.
8. Design and implement strategy to strengthen personnel management, to ensure staff coverage at all times, including back up arrangements when individuals are not available.

Working at the community level and in partnership with the Ministry of Health:
1. Design and implement strategy to improve supervision of CHWs by health center nurses.
2. Implement activities to improve maintenance of CHW kits.
3. Design and implement strategy to strengthen referral systems, including emergency transport systems
4. Design and implement activities to strengthen accurate record keeping and reporting

Qualifications
1. Medical or public health degree and minimum 5 years of relevant experience working within the public health sector in Rwanda.
2. Leadership and motivational skills in managing dynamic teams and fostering creativity.
3. Demonstrated use of evidence-based approaches in designing strategies.
4. Demonstrated ability to design and implement strategies to meet targets.
5. Excellent writing and communication skills.
6. Demonstration of building effective relations with counterparts in both public and private sectors.
7. Fluency in English required.
