Responsibilities: Under the direct supervision of the Unit Supervisor of field MovCon Manager the Movement Control Assistant is responsible for assisting with supporting, planning, organizing and executing ire movement of UN personnel and cargo in the operational area of the region. Depending on the reads of re Section Unit, the incumbent will have the following duties:
I. Support and Planning (Administration, Traffic & Shipping and Passenger Booking Office)
• Initiate, process monitor, review and follow up on actions related to tie Administration of human resources activities, e.g. relocation, performance appraisal, training, attendance, etc.
• Perform administrative tasks including drafting correspondence, such as letters, faxes, archiving, database management, periodic reports, etc.
• Preparation of daily passenger load lists based on the requests for electronic Movement of Personnel.
• Coordination with the different regions and MovCon stations on the Daily Flights Schedule and Special flights.
• Process documents related to the freight forwarding, customs clearance formalities for border crossing, coordination of surface and air transportation with commercial contractors and Government offices
• issue Mask Orders for all movements performed by commercial contractors.
• Daily tracking of incoming UN and Contingent Owned shipments.
• Ensure timely delivery of goods by maintaining good coordination with local government authorities and freight forwarding agents.
II. MovCon Operations
• Provide coordination of loading and unloading of passengers and cargo on UN contracted aircraft/Buses /trucks efficiently.
• Ensure Compliance on standard operating procedures as established by Chief Movement Control and assist with the movement of contingent military personal and cargo on MONUSCO assets into, within and out of Rwanda.
• Provide MovCon with technical advice for the execution of tasks by UN contractors in connection to passengers and freight movement to/from aircraft/barge in accordance with MovCon existing procedure.
• Receive and ensure that cargo is property packed, labeled, prepared, and weighed accepted and registered and documented correctly for transportation.
• Assist Movement Control Section in rotation, deployment and repatriation coordination for large troop and cargo movements as per Movement Control approved movement plan.
• Forward all e-Cargo Movement Request consolidated Documents to Joint Movement Control Centre for movement panning.
• Conduct the loading/offloading of cargo from aircrafts for onward to final destination.
• Operate forklift/KLoader and other heavy equipment when loading/off loading the aircraft and ensure handling of the equipment is in accordance with safety awareness rules and ground handling manual,
• Compile and update daily statistics of flights/vessels arrive and depart and the report on a weekly basis to Administration: for compiling.
• Ensure that MovCon facilities are maintained in an orderly fashion including storage of personal effects and or cargo by destination.
• Check on a daily oasis equipment serviceability used in support of MovCon operations.
• Work collaboratively with colleagues, place team WON agenda to ensure the movement of cargo and passengers are carded out in a timely manner are keep the relevant MovCon Manager informed of any movement changes or delays that may affect planned operations.
• Prepare and up-date statistics as flight / vehicles arrives and departures on a daily basis and send weekly/monthly report to f -bid Movement Control Manager.
• Perform other duties as directed by unit supervisor or Fled Movement Control Manager

Qualifications:
Education: High school diploma or equivalent
Experience: At least 4 years of experience in MovCon operations is required. Experience in MovCon administration related activities is desirable. Driving license for light vehicles (4×4, sedan, mini-bus, etc…) is required. Qualifications in Dangerous Goods handling and operation of material handling equipment is desirable.
Language: English and French are the working languages of the United Nations. For the post advertised, fluency in oral and written English is required. Fluency in oral and written French is an added advantage.
