Position
Overview:
The
Director of M&E plays a key leadership role within IMB, supporting
organizational knowledge management, developing staff analytic and data
management capacity, managing relationships with gover

nment partners, and
ensuring timely and quality reporting to donors. The Director of M&E will
also be responsible for improving data use for IMB programmatic decision-making
and quality improvement, donor reporting, external communications.

The
M&E team at IMB is decentralized to the three districts that we support.
Each district has a team of coordinators and data officers who are responsible
for collecting M&E data and ensuring that reports reach relevant IMB and
government leadership to ensure evidence-based decision-making. The Director of
M&E will supervise these teams and the cross-site M&E team, which
provides managerial oversight to the district teams.
The
ideal candidate for this position will have a strong technical foundation in
monitoring and evaluation, experience with managing M&E systems, and team
supervision, as well as familiarity with medical informatics and health
research. Experience with project management will be essential. S/he will be
flexible, have excellent leadership and mentoring skills, be able to adapt to a
fast-paced work environment, and prioritize and manage multiple tasks. S/he
should be comfortable living in a resource-poor setting and working with
culturally diverse colleagues. S/he should be committed to the movement for
social justice and global health.
Principal
Responsibilities:
  1. General
    management of IMB M&E department
    • Supervise
      cross-site and district staff
    • Manage
      departmental budget
    • Provide
      technical support to staff through mentorship and training
    • As
      necessary, develop tools and conduct analysis to inform organizational
      strategy
  2. Develop
    and implement systems as needed for encouraging data utilization within
    IMB and among partners;
  3. Develop
    and implement systems needed for ensuring high data quality across all
    databases (M&E, research and EMR);
  4. Oversee
    data communication within IMB and with external partners including MOH,
    donors, and other partnering institutions;
  5. Lead
    IMB capacity building efforts to strengthen M&E and basic analytic
    & data management skills among staff within the organization;
  6. Manage
    IMB M&E resources to ensure that sufficient human and financial
    capital is necessary to execute M&E strategy;
  7. Support
    operational research and evaluation activities within the organization
    through collaboration with IMB research department
Required
Qualifications and Experience:
·        
Master’s or other advanced degree in epidemiology, public health,
biostatistics, or related field
·        
Post  Graduate Training in Monitoring and Evaluation and Project
Management is key;
·        
Two or more years of experience with program monitoring & evaluation
related to public health, including maternal & child health, HIV/AIDS,
quality improvement and/or non-communicable diseases
·        
Experience leading M&E reporting for grants as part of a research study or
global health program
·        
Familiarity with project management cycle and logical framework development.
·        
Demonstrated skills in quantitative methods
·        
Knowledge of a statistical package such as R, STATA, SPSS or SAS
·        
Two or more years of experience managing teams
·        
Ability to mentor and manage individuals with diverse educational and cultural
backgrounds
·        
Highly detail oriented with experience designing M&E tracking tools and
instruments
·        
Ability to prioritize multiple tasks, work under pressure, and meet deadlines
·        
Comfort working in teams as well as acting independently
·        
Excellent written and verbal communication skills in the English language
·        
One or more years field experience in resource-constrained setting,
particularly sub-Saharan Africa
·        
Willingness to live in a remote area and travel to field offices regularly
Preferred
Qualifications and Experience:
  • Knowledge
    of economic evaluation or costing of health programs
  • Demonstrated
    ability to conduct operational research, including protocol design and IRB
    oversight, as well as to disseminate findings
  • Familiarity
    with database design and maintenance, particularly using the Microsoft
    Access
  • Knowledge
    of GIS concepts and familiarity with ArcMap will be a plus.
  • Experience
    working in Rwanda a plus
  • French
    and/or Kinyarwanda language skills
