Position: FINANCE OFFICER
The Ministry of Youth and Sports is seeking a professional Finance Officer to join its Finance Department.
The Finance Officer will work under the direction of the Comptroller/MYS to carry out a range of financial services which shall include the following:
• Reconcile bank accounts and notify comptroller of any discrepancies so that appropriate action (s) can be taken in time;
• Assist with preparation of the budget and provide timely and professional management of project funds and keep project coordinators and management informed of all significant issues;
• Establish and maintain cash control and implement financial policies and procedures;
• Maintain and update all accounting records in line with approved accounting standards consistent with the regulations of MYS, the World Bank and other donors;
• Ensure that prepared vouchers are promptly coded and submitted for approval to designated authorities;
• Prepare the annual budget, disbursement schedule, and chart of accounts for the World Bank, MYS, and other assigned projects, in consultation with designated project coordinator (s) or manager (s);
• Prepare and submit withdrawer applications to the World Bank and other donors to ensure that projects have funds for operation at all times;
• Maintain adequate record system for MYS on the World Bank/other assigned projects, in line with required procedures of the World Bank and relevant donors;
• Monitor the project budget in respect of income and expenditure;
• Carry out other duties as required.
Qualification
• Bachelor degree in either Finance, Accounting or Business Administration;
• At least 2- 3 years of professional experience of work in a similar position/financial institutions;
• A wide experience in negotiating, preparing and managing loan and other types of contracts.
Skills & Abilities
The Finance Officer must have proficient knowledge in the following areas:
• preparation of financial reports,
• computerized accounting programs,
• accounts payable and accounts receivables,
• understanding of relevant legislation, policies and procedures,
• supervision and team building,
• accounting and bookkeeping,
• analytical and problem solving as well as decision making, and
• effective verbal, listening, and written communications.
