The Ministry of Youth and Sports is seeking a professional procurement officer to join its winning team. The procurement officer will work under the direction of the Program Manager/MYS to carry out a range of
procurement services which shall include the following:
• Ensure competent quality execution of all regular purchasing duties and administrative works as assigned by the program manager;
• Prepare draft bid documents, specifications, quantities, special procurement notices, advertisement of bids, and preparation of small value contracts for goods and services;
• Maintain a complete updated purchasing record/data and pricing in the system;
• Prepare weekly reports and submit same to the program manager;
• Coordinate with user departments, in term of scope of works for assigned projects;
• Provide relevant departments/units with prices for the purpose of budgeting when requested;
• Follow up with suppliers to ensure timely delivery of goods; claims of defective goods; shortages and missing parts/items;
• Prepare and process purchase orders in accordance with standard procurement rules/procedures;
• Perform all other procurement works as requested by the program manager
Job Requirement:
• Bachelor degree in either Finance, Accounting, Business Administration or related disciplines,
• Certificate in Procurement, and
• At least 2-3 years of professional experience in similar position.
Skills and Experience
The procurement officer must be an excellent negotiator and have proficient knowledge in the following areas:
• Developing proper procurement plan;
• Preparation of financial reports;
• Preparation of bid documents;
• Understanding of relevant legislation, policies and procedures;
• Supervision and team building;
• Analytical and problem solving, as well as decision making;
• Computer literacy.
