Ministry of Trade and Industry (MINICOM) JOBS Positions in Rwanda

BACKGROUND The Ministry of Trade and Industry
(MINICOM) has a wide-reaching mandate that is central to the Government of
Rwanda’s economic development agenda as elaborated in national strategies such
as Vision 2020, the Economic Development and Poverty Reduction Strategy (EDPRS
II) and 7-Year Government Plan.
MINICOM’s vision is to achieve accelerated and
sustained economic growth led by a dynamic and competitive

private sector and
its mission is to facilitate Rwanda’s economic transformation through enabling
a competitive private sector integrated into regional and global markets.

MINICOM has five strategic objectives to achieve this
vision:
• To create a business environment conducive to growth
and the protection of consumers;
• To increase the share of services and manufacturing
in GDP;
• To support private sector growth and job creation
with a focus on SMEs;
• To promote trade integration into regional and global
markets with a focus on improving Rwanda’s trade balance;
• To build an effective human resource base and
institutional capacity for delivery.
To achieve the above objectives, the Ministry of Trade
and Industry set up the Single Project Implementation Unit (SPIU) under which
all the Ministry’s externally funded projects are coordinated and implemented.
SPIU has two key programs namely: Trade and Investment as well as MSME (Micro,
Small and Medium Enterprises) and Industry.
OBJECTIVE
The SPIU at MINICOM believes that successful delivery
of the projects depends on a strong team that delivers on tasks, results and
follows up on activity progress in time and within budget. The objective of
this recruitment is to strengthen the SPIU team and ensure implementation
delivery of project results on time.
SCOPE
The new team to be hired will support the
implementation of activities key projects supporting trade development, SME and
Industrial devilment as well as with the implementation of Rwanda’s Private
Sector Development Strategy PSD.
Applications are therefore invited from suitably
qualified candidates for the following 2 positions within SPIU at MINICOM:
1. TRADE SPECIALIST
Expected Responsibilities & Deliverables
• Support trade integration and mainstreaming
activities of the EIF project.
• Support the SPIU Monitoring and Evaluation function
• Documentation and Communication of success stories
of SPIU projects
Qualification Requirements
The Trade Specialist should possess the following
competences in general: have knowledge and understanding of Rwanda’s external
trade environment and business development trends.
In addition, he/she should possess the following
qualification:
• Degree in Management, Business Administration,
Economics, Project Management or related fields
• Knowledge and experience of current issues relating
to trade and industry, as well as business support services in general.
• Training in Trade Policy issues
• Training in Monitoring & Evaluation
• Computer literacy
• Fluent in both written and spoken English
• Rwandan Nationality
Supervision & Reporting Arrangements
The Trade Sector Specialist will be supervised by the
Program Manager, Trade and Investment under whose guidance, monthly and
quarterly projects progress reports are compiled.
2. PLANNING, MONITORING & EVALUATION, PROJECT
DESIGN SPECIALIST
Expected Responsibilities Deliverables
• Lead the planning and project design function in
SPIU
• Oversee the PSD project development and
implementation activities
• Communication and sharing of success stories of SPIU
projects related to private sector development
Qualification Requirements
The Planning, M&E, Project Design Specialist should
possess the following competence in general: have knowledge and understanding
of program management, project planning, M&E, stakeholder analysis and
management.
In, addition, the ideal candidate should possess the
following qualification:
• Degree in Social Sciences, Public Administration,
Economics, Project Management or related fields
• Knowledge and experience of current issues relating
to trade and industry, as well as business support services in general.
• Computer literacy
• Fluent in both written and spoken English
• Rwandan Nationality
Supervision & Reporting Arrangements
The Planning & Project Design Officer Will be
supervised by and report directly to the SPIU Coordinator.
Duration of the Assignments
The contracts for the above positions will run for an
initial period of 12 months with the option of extension depending on
satisfactory performance and availability of funding.
